Health Map Report for the Ouest Department
- Surveys all 234 health institutions in the Ouest health department and reports what each actually offers, which turns a facility count into a service map.
- Finds curative capacity for non-communicable disease almost absent: of 234 institutions, 29 treat hypertension, 28 treat diabetes, 16 treat tuberculosis and 9 offer psychiatric treatment.
- Contrasts that with screening, where 183 institutions screen for hypertension but only 103 screen for tuberculosis, so detection outruns treatment capacity by a wide margin.
- Records newborn and child services thinly distributed, with 77 institutions offering neonatal ophthalmia care, 65 respiratory distress, 64 newborn care with counter-referral follow-up, 49 prematurity and low birth weight, 21 neonatal jaundice, 18 each for IMCI pathologies, faecal-peril diseases and soft tissue infection, and 17 for eye infection.
- Records health promotion as the most widespread activity, with 185 institutions running breastfeeding sessions and 166 covering danger signs of illness.
- Finds laboratory capacity uneven, with 149 of 234 institutions performing pregnancy tests but only 14 performing serum collection, and 136 doing stool parasitology.
- Records infrastructure norms partially met, with 148 of 234 institutions having administrative and logistic space and 92 having residential space, and publishes laboratory test prices in gourdes for public and mixed primary care facilities.
Produced by the Unité de Planification et d'Évaluation of the Ministère de la Santé Publique et de la Population, this report presents the health map (carte sanitaire) of the Ouest department, the country's most populous and the one containing Port-au-Prince. A carte sanitaire is a planning instrument: it sets out what health provision exists across a territory and against what population, and is the basis for deciding where new facilities are needed. It is the departmental complement to the ministry's national facility list, and the same instrument for health that the MENFP commune school maps are for education - which places it naturally in the corpus's geographic planning view.
