Commune of Pétion-Ville: Territorial Diagnostic
- Provides a commune-level territorial diagnostic for Pétion-Ville, a metropolitan commune otherwise missing from the territorial planning record.
- Frames the diagnostic as an input for planning land management, urbanization, environment and municipal strategy.
- Covers housing, infrastructure, public services, economy, earthquake impacts, governance and investment projects.
- Should be treated as a diagnostic input, not as a complete PCD.
This document is not a full communal development plan, but it is an important planning input for Pétion-Ville, one of the metropolitan communes missing from the territorial-plan series. It defines a territorial diagnostic as a stocktaking tool for identifying problems, strengths, weaknesses, population expectations and economic, environmental and social stakes. The chapters cover the commune's geographic situation, administrative divisions, historical development, natural and built environment, population, housing, infrastructure networks, public services, economy and employment, earthquake impacts, legal and institutional framework, municipal autonomy and finances, other institutional actors, territorial-management strategy and investment projects. It closes with a SWOT-style balance sheet, planning stakes and proposed solution paths.
