SIGE Implementation Strategy

How MENFP intends to put the SIGE into operation: the deployment sequence, the staffing and training required, and a five-year budget built objective by objective. Where the master plan describes the architecture, this document prices it, which makes it the more testable of the two.

The budget is presented as annual lines against each specific objective across five years, and the pattern is informative. Some results are front-loaded and then stop, such as a 760,000 line running 523,000 in year one and 237,000 in year two and nothing after; others run flat at 140,000 a year for five years to a total of 700,000. Individual results carry their own totals, 330,000, 307,500, 273,000, 180,000, 145,000, 75,000, 50,000, 44,000 and smaller, so a reader can see which parts of the system the ministry expected to be expensive.

The objectives themselves are written as testable states rather than activities. Applications developed are to be functional and to let each business unit produce its data in a system compatible with the databases held by the information systems unit. Periodic reports, a statistical yearbook and a dashboard tracking the Haitian school system are to be published. A distribution of IT roles matching the ministry's information system management functions is to exist, with profiles, roles and task descriptions. And all concerned actors are to agree to engage in data production and to operate under a sharing protocol they have signed, with continuous training planned on developing and using the applications. The electrical supply system is specified at both the central data centre and the other sites to guarantee high availability, which is the kind of provision that decides whether such a system runs in practice.
