Towards the Refoundation of the Haitian Education System: Operational Plan 2010-2015

The Operational Plan is the Haitian education ministry's costed programme for rebuilding the school system after the January 2010 earthquake. It was published in May 2011 and takes its content from the recommendations of the Groupe de Travail sur l'Éducation et la Formation, the commission convened to design a different system, not to restore the one the earthquake destroyed.
The plan is organised into nine axes, one chapter each: governance; curriculum and programmes; teacher training and development; early childhood together with compulsory and free schooling; secondary education; vocational training; higher education; special education; and literacy.
It is costed. The total is 4.3 billion US dollars over the six years, broken out by axis: 301 million for early childhood, 394 million for fundamental education, 287 million for secondary, 204 million for vocational training, 571 million for support services, 86 million for literacy and adult programmes, and 560 million for development. Those figures make the document a fiscal reference.
The framing is explicit about its moment. The plan opens on the then Prime Minister's description of Haiti as an emerging country by 2030, quoted from the launch of the post-earthquake needs assessment in February 2010, and the nine axes are the education chapter of that ambition.
