Order Appointing the Members of the National Public Procurement Commission (CNMP)

This order, signed by Prime Minister Alix Didier Fils-Aimé at the Primature on 20 March 2026 and published as a special issue of Le Moniteur (No. 14-D) on 24 March 2026, appoints the members of the Commission Nationale des Marchés Publics (CNMP), Haiti's public-procurement oversight body, pursuant to the Law of 10 June 2009 on Public Procurement, which provides that CNMP members are appointed by order of the Prime Minister following a file-based selection process and a public-hearing evaluation of candidates by an ad hoc panel. The order recites that the ad hoc panel completed its work and recommended five candidates to the Prime Minister. Article 1 appoints, for a three-year term renewable once: Elgo Eugène, Jean Shanon Beaublanc, Jean Dimitry Dorvilier, Dalberg Claude and Edith Charles. Article 2 designates Dalberg Claude as Coordinator of the CNMP. The order does not itself describe the outgoing commission or the reasons for the change in membership.
