Action Plan for the Rational Management of Natural Resources in the Grand'Anse
- Quantifies erosion risk across the department, and the result is the finding: 35.10 percent of the area at high risk, 22.86 percent at very serious risk and 19.65 percent at serious risk, so more than three quarters of the Grand'Anse sits above moderate erosion risk.
- Maps land occupation against that, with dense agroforestry systems on 85,321.11 hectares (44.63 percent) and agricultural crops on 37,835.12 hectares (19.79 percent), and describes the department's watersheds as an oasis relative to the rest of the country because their vegetation cover exceeds the national average.
- Records only about 2 percent of the area in forest, with pockets remaining in Abricots, Les Irois, Jérémie, Roseaux, Corail, Pestel and Beaumont, so the oasis is agroforestry rather than forest.
- Sets a planting target proportionate to the department rather than to ambition: increasing tree cover over about 10,000 hectares, roughly 5 percent of the department's total area.
- Describes a hydrographic network of six main rivers dividing the department into 13 watersheds, six of which are identified as the most important, which is the unit any erosion programme has to work in.
- Carries a disclaimer that the ideas and arguments are the authors' own and do not necessarily reflect the ministry's, which is worth noting for a plan published under the ministry's imprint.
Produced through the Bureau du Secrétaire d'État à la Relance Agricole at MARNDR and dated March 2014, this action plan addresses the rational management of natural resources in the Grand'Anse department. The copy held is the provisional version of 13 March 2014, marked as still being finalised, and it carries an explicit disclaimer that the ideas developed and arguments advanced commit only the authors and do not necessarily reflect those of the ministry - worth noting when citing it as a government position. It is one of four Grand'Anse planning documents in this batch, alongside the mayors' association strategic plan, the chamber of commerce business-opportunity study, and the MARNDR rural development program diagnosis.
