PMDN II Monitoring Mission Report: Boucle Centre-Artibonite
- Records a supervision finding that a monitoring report usually smooths over: irrigation and other farmer associations were participating without understanding anything, and the mission asks AgriSud to involve the communal agricultural bureau in everything so that the relay is assured after the project withdraws.
- Documents the spring 2022 trials site by site with what was actually happening on 9 June, ploughing under way or finished and experimental layouts scheduled for the second or third week of June, which is the level of detail that lets slippage be seen.
- Questions the research agenda rather than accepting it, noting that a Valencia groundnut adaptation trial had already been run at Bas-du-Sault and asking CHIBAS to state the objective now being pursued, and that identical trials on five new groundnut varieties had already been held at Lalomas in 2020 with results still owed.
- Records a trial repeated after failure from vandalism, the controlled-density rice and pigeon pea association at Savane Diane restarting after a third-season failure, and states the mission's own doubt about its success.
- Lists the trials by content, the agronomic performance of pigeon pea, maize and an unknown pea in relay with sorghum, and resistance to foliar diseases, rust and cercosporiosis, across 18 groundnut lines.
- Is useful less as a results document than as evidence of how the programme was supervised, and of a supervision team willing to write down that beneficiaries did not understand what they were participating in.
Prepared by Absalon Jeanrol, monitoring and evaluation officer for the Programme de Mitigation des Désastres Naturels, this is a field mission report for the second phase of the program in the Boucle Centre-Artibonite, dated June 2022. Its acronym list identifies the geography and institutions involved: the Boucle Centre-Artibonite itself, the communal agricultural bureaux (Bureau Agricole Communal), and the communes of Saint-Michel-de-l'Attalaye and Saint-Raphaël, with the IDB as financier. It is a companion to the PMDN II evaluation of the same month also held in this collection, and one of the most recent documents in the agripubhaiti batch.
