Preparatory Studies for Watershed Protection Investments: First Final Report

Summary: First final report, revised August 2015, of AECOM's preparatory studies for the PMDN natural disaster mitigation program on flood risk in five Haitian watersheds, based on more than 1,200 household surveys and a cost-benefit review of four PMDN I river works.
Key Findings
Full Description

The report was prepared for the PMDN to ready investments in river-basin protection in Grande Riviere du Nord, Cavaillon, Ravine du Sud, Acul Dubreuil and Artibonite, the intervention area of the second phase, PMDN II. The preliminary version went in on June 15, 2015 and the final on July 13, 2015, and this August 2015 revision follows a feedback workshop on August 24. It analyzes the risk from exceptional rainfall, builds flood damage curves and reviews four river-bank works built under PMDN I: three on the Artibonite at Bas-la-Crete, Macaisse and Bertrand and one at Maniche on the Cavaillon. More than 1,200 household surveys were carried out in four basins, where households most often cited hurricanes Sandy, Tomas, Dennis, Gustav and Hanna. The Ravine du Sud basin, with Les Cayes downstream, shows the largest flood impact. Cost-benefit results give internal rates of return and net present values at 12 percent.
