Full Description

Issued by the Konsèy Nasyonal Finansman Popilè, Haiti's national popular-finance council, this document sets out the case for a Rural Solidarity Investment and Credit Fund as, in its own words, a post-earthquake urgency. The version held is version 6 as modified on 7 December 2010, eleven months after the January quake. Its framing quotes the government's own March 2010 agricultural sector investment plan: that the new reality created by the 12 January catastrophe requires a medium- to long-term program whose actions work toward a significant and durable increase in national agricultural production, consistent with national agricultural development policy. It is the rural-finance counterpart to the reconstruction planning of that year, and comes from a Haitian popular-finance network rather than a donor or ministry, which makes it one of the few documents in this collection written from that position.
