Republic of Haiti: Country Strategic Note 2025-2027
- IFAD frames the 2025-2027 country strategy around food security, rural resilience and alignment with Haitian national priorities.
- The diagnostic stresses that agriculture remains central to rural livelihoods even as its GDP contribution has declined.
- The strategy treats insecurity, inflation, import dependence, climate shocks and displacement as mutually reinforcing constraints on rural development.
- Rural women are highlighted as essential agricultural workers but face weak land ownership and low political representation.
- Food insecurity and malnutrition are presented as national-scale risks requiring coordinated donor and government action.
- The partnership appendix identifies coordination with the World Bank, UNDP, food-security groups and the Transitional Presidential Council as part of the implementation approach.
IFAD's Haiti country strategy note for 2025-2027, report 7307-HT, sets out a short country strategy for improving food security and rural resilience in a fragile, high-risk context. The diagnostic frames Haiti as a mountainous country of about 11.47 million people where agriculture still employs more than half of the active population, even though its GDP share has fallen sharply over the long run. The strategy links rural poverty and food insecurity to negative growth, inflation, dependence on imports and remittances, insecurity, displacement, gender inequality, climate exposure and weak public services.
It identifies rural women, youth, displaced people, people with disabilities and food-insecure households as central target groups. The results framework and partnership appendices connect ongoing and proposed IFAD engagement to agriculture, water and fuel collection, income improvements, food-security gains, training, rural finance, biodiversity, climate funds and coordination with government and donors. The partnership section records active or potential collaboration with the World Bank, UNDP, national authorities and food-security coordination bodies.
The note also describes policy dialogue with the Transitional Presidential Council in January 2025 and positions IFAD financing around national priorities in response to food and socio-economic crises.
