Full Description

This is the sectoral strategic plan for Haiti's drinking-water and sanitation (EPA) sector, prepared under an agreement between the Government of the Republic of Haiti and the Inter-American Development Bank to support the development of a sector strategic plan (IDB financing HA-P1033). The document is the final report, draft version 1, dated April 2008, and runs to 183 pages. It predates the creation of the DINEPA (established by the 2009 EPA framework law) and set out the long-term strategic planning framework for the sector at that time. The 2022-2032 national EPA strategy names this 2008 plan as one of the prior instruments it builds on and updates, which makes it a primary historical reference for understanding the sector's strategic trajectory. The document was republished in the DINEPA media library (uploaded 2014); the substantive plan is the 2008 final report.
