Law Amending the Law of 20 January 2009 on Abduction, Kidnapping, Unlawful Confinement and Hostage-Taking

Legislative Body of Haiti • 2017-10 • 7 pages
Summary: The 2017 law amending Haiti's 2009 kidnapping statute, published in Le Moniteur No. 156 of 4 October 2017 - the same issue as the order empowering central administration institutions to design and implement development plans and projects.
Full Description

This law amends the statute of 20 January 2009 on abduction, kidnapping, unlawful confinement and hostage-taking - the offence that has since become the defining security problem of Haitian daily life. Read together with the 2009 original, also held in this batch, it shows how the legislature adjusted the offence and its penalties eight years on, before the sharp escalation in kidnapping that began at the end of the decade. The gazette issue that carries it is worth noting in its own right: it also publishes the order empowering the institutions of the central administration to design and implement all development plans, programs and projects, including those inscribed in the Triennial Investment Plans (PTI) and in the finance laws - an instrument bearing directly on how public investment is programmed. Published in Le Moniteur, 172nd year, No. 156, Wednesday 4 October 2017.
