CEP Resolution creating a commission of inquiry into the ASEC elections for the 5th section Coupe-à-David, Acul du Nord

A resolution of the CEP, adopted in ordinary session on 9 August 2017, creating an administrative commission of enquiry into how the ASEC elections ran in the 5th communal section Coupe-à-David, commune of Acul du Nord. It arises from letters of 2 June and 26 June 2017 from Joseph Moise Pierre, Jean Claude Guerson Gerleans and Macline Gelin, CASEC cartel candidates of the Parti Bouclier for that section, and from the report of the Director of the Vote Tabulation Centre of 31 July 2017. Asked for his view on the material received at the tabulation center for the section, the Director, Robenson Chérilus, recommended that the Council question the actors involved in running the École Presbytérale voting center in order to bring the elections of 29 January 2017 in the 5th section to light.

The Council weighed the incident report written on polling day by the principal and deputy supervisors of that voting center, the record of findings drawn up the same day by the justice of the peace of the Acul du Nord court, and the count record BV AZ 105924 from the center, and held that there was indeed a disturbance meriting clarification. It therefore resolved to constitute a commission of enquiry to establish how the poll ran in that section. The document is one of a small set showing how the CEP handled contested local results outside the formal disputes bureaux, by administrative investigation.
