The procedure is the rule document behind the accreditation the CEP opened by note CEP/DC/040-2526. It sets out its context first: the 2026 electoral process runs while the authorities seek to restore constitutional order and rebuild confidence in democratic institutions, and the media are given the role of reporting regularly and reliably on the process from voter registration to the proclamation of definitive results.
Accreditation gives a journalist organized access to the registration and voting centres, the departmental vote tabulation bureaus, the departmental and communal electoral bureaus and the vote tabulation centre, under the rules in force, as well as to the CEP's official activities during the process.
The legal foundations named are the Constitution's guarantees of freedom of expression and of the press, the electoral decree in force, Haiti's code of ethics for media and journalists, the Universal Declaration of Human Rights with Human Rights Council resolutions and UNESCO decisions on the safety of journalists, the human-rights conventions ratified by the Haitian state, and the universal principles of media ethics. The stated objectives are to formalize accreditation, to guarantee equitable and orderly media access to institutional information and electoral activities, to frame journalists' work at electoral sites, to prevent disinformation and public-order disturbances, and to strengthen public confidence in the electoral institutions.
