CEP Regulations on Electoral Observers

Summary — Sets the conditions for accrediting electoral observers and their rights and obligations, under Constitution articles 191 and 191.2, the electoral decree of 2 March 2015 and the arrêté of 29 March 2016. Any observation body must apply to the CEP before deploying, and the CEP may refuse one that has failed obligations of honesty, integrity and independence. Foreign observation missions apply through the Ministry of Foreign Affairs; national observers are registered on an online platform run by the Electoral Registry Directorate.
