Amended CEP Regulations on indirect elections

Seven pages amending the CEP's regulations on indirect elections, to harmonize them with the electoral decree of 2 March 2015 on the deadlines for constituting territorial organs, the number of members and candidacies. They rest on the amended 1987 Constitution at articles 67 and 78 to 84, 87 and 87.1, the law of 4 April 1996 on the communal-section collectivity, the territorial-delimitation decree of 23 November 2005, the 2005 decree creating the Office National d'Identification, the decentralization decrees of 1 February 2006 on territorial collectivities, communes and communal sections, the arrêté of 29 March 2016 appointing the Council's members, the arrêté of 27 May 2016 widening its mandate and the presidential arrêté of 19 July 2016 convoking the electorate.

Under them, the members of the municipal assemblies, the departmental assemblies, the departmental councils and the Interdepartmental Council are designated by indirect elections organized under the Constitution, the electoral decree and these regulations. The CEP publishes a calendar of indirect elections fixing candidacy deadlines, the dates on which the various electoral assemblies are convened and the dates for proclaiming results. Departmental and communal electoral bureaux convene the assemblies within their competence according to that calendar, and each bureau, represented by at least two of its members, ensures the indirect poll is organized in conformity with the decree and the regulations, with technical support available from the CEP's central structure. This is the machinery by which Haiti's upper tiers of local government are constituted.
