CEP Regulations on the Operation of the Vote Tabulation Centre (CTV)

The CEP's regulations on the operation of the Vote Tabulation Centre, adopted under Constitution articles 191 and 191.2, named articles of the electoral decree of 2 March 2015 and the arrêté of 29 March 2016. The Council gives two stated reasons for issuing them: to improve the center's transparency, and specifically the recruitment of its temporary staff, and to regulate tabulation, the transmission of results and their consolidation once disputes have been handled. The center is defined as a technical directorate of the Council for entering and processing tally sheets in full respect of transparency, headed by a Director and a deputy Director, and staffed by regular CEP employees together with temporary staff.

All personnel assigned there must observe electoral law and the Council's regulations and procedures, and each category is bound to scrupulous impartiality, discretion and reserve. Disclosure is tightly controlled: no member of the center's staff may disclose confidential information about the handling of tally sheets or the votes obtained by candidates, or make statements of any kind to third parties or the media. Only the Director, the deputy Director and the CEP spokesperson may brief media, observers and party representatives present at the center on the progress of tabulation, within the Council's communication rules and electoral law.

The Director is required to be a highly qualified IT specialist with competence in management or administration and in statistics, recruited through a call for applications examined by a jury set up by the executive directorate.
