Information meeting between the CEP and the Primature on the 2026 draft electoral decree

A CEP press note on an information meeting held on Tuesday 2 June 2026 between the Council and the Primature, at the invitation of Prime Minister Alix Didier Fils-Aimé. The meeting was the occasion for the head of government to inform CEP members of his decision to adopt and publish an electoral decree. The note is unusually direct about what followed. The document, presented to the councillors for the first time at that meeting, is entirely different from the draft electoral decree the CEP submitted to the executive on 24 April 2026.

The Council states that this confirms the unconstitutional character of the Primature's decision, which violates the principle of independence of any electoral council, and it emphasizes that the initiative for drafting an electoral decree falls within the CEP's exclusive competence. The members accordingly express their disagreement with the Prime Minister over applying a text that does not meet constitutional requirements, while reaffirming their commitment to guaranteeing the legitimacy of the electoral process. This is a formal public objection by the electoral authority to the legal instrument under which it must operate, and it is dated the same day as the decree itself.
