Handover of the draft decree and the electoral calendar to the executive

A CEP press note reporting that on Friday 14 November 2025 the Council handed the executive both the draft electoral decree and the calendar for the coming elections. In handing them over, the Council insisted that executing the electoral calendar depends on certain preconditions being met, and it names four: publication of the electoral decree within the allotted time, an acceptable security climate, the availability of the financial means needed to run the process, and continuity in the actions the CEP has initiated. That list is the useful part of the note, because it is the Council stating its conditions before the decree exists rather than after a deadline slips. The handover led to the decree of 1 December 2025 and to the calendar the CEP published later that month, which fixed a first round for 30 August 2026. It is dated Pétion-ville, 14 November 2025.
