Draft Electoral Decree, October 2025 (final version)

The CEP's own draft electoral decree of October 2025, described on its cover as the final version. This is the technical text the Council submitted to the executive, and the immediate ancestor of the electoral decree of 1 December 2025 that the Transitional Presidential Council went on to issue. It defines the rules for the presidential, legislative, territorial-collectivity and indirect elections on universal secret suffrage and on principles of integrity, transparency and impartiality. The electoral institution is organized around a Collège électoral as the body of orientation and decision, taking decisions by a majority of five members, with an executive organ under its supervision and a jurisdictional organ exercising its functions through the electoral-disputes bodies at articles 271 to 363.

Members of departmental and communal electoral bureaux are recruited by competitive examination with a quota of at least thirty percent women and two percent people with disabilities, and each three-member voting bureau must include at least one woman. Reading it against the December decree shows which of the Council's proposals the executive kept and which it changed.
