Preconditions for executing the 2025-2026 electoral calendar

Summary — The CEP's own statement of what must be true for its calendar to hold, and the most quantified admission of constraint the Council has published. On security it records that 23 communes are under armed-gang control, across Ouest (12), Artibonite (8), Centre (3) and Nord-Ouest (1); that in some, including Croix-des-Bouquets, Gressier and Petite Rivière de l'Artibonite, the State is entirely absent, so no communal electoral bureau or registration post can be established; and that Ouest and Artibonite together hold 54% of the national electorate. On funding it argues the electoral institution needs its own resources and lighter disbursement procedures, since meeting the calendar's deadlines depends on it.
