Preconditions for executing the 2025-2026 electoral calendar

The CEP's own statement of what must be true for its 2025-2026 calendar to hold, and the most quantified admission of constraint the Council has published. Execution is conditioned on two things. The first is an acceptable security climate: to organize elections across the territory the Council must be able to reach every commune and communal section and operate there throughout the process, moving safely and working day and night in the departmental and communal electoral bureaux and the voting centers. The Council records that twenty-three communes are under the control of armed gangs, twelve in the Ouest, eight in the Artibonite, three in the Centre and one in the Nord-Ouest, and that in some of them, naming Croix-des-Bouquets, Gressier and Petite Rivière de l'Artibonite, the State is entirely absent, the tax directorate and the national police included, so that no communal electoral bureau can be installed or made to function and no registration post can be set up.

It adds the figure that gives those twenty-three communes their weight: the Ouest and the Artibonite together hold fifty-four percent of the national electorate. An acceptable security climate is then defined to cover the councillors and all process staff, the CEP's structures and infrastructure across the country, candidates and voters. The second condition is financial: the Council argues the electoral institution needs its own resources and lighter disbursement procedures, since meeting the calendar's deadlines depends on it.
