Full Description
This Haiti Priorise paper by Pantelis Koutroumpis estimates the costs and benefits of expanding mobile broadband access and digitising selected government services in Haiti. It models a target of 50 percent mobile broadband adoption, another submarine cable, and government digitisation focused on property registration, business registration and credit access for small firms. The report argues that mobile broadband produces very high returns, with costs repaid about twelve times, while government digitisation has more varied but still positive returns averaging about 4.7.
