- Issued under paragraph 5 of article 43 of the Decree of 14 November 1980. From 15 February 2008 the structural foreign-exchange position defined in circular 81-4 is capped at 1 percent of accounting equity, replacing the 8 percent ceiling that circular set. A bank holding a long position above the cap at the close of business must unwind it, failing which the excess is sold to the BRH the next working day at the bank reference rate. Required reserves on foreign-currency liabilities move to 30 percent in gourdes from 1 February 2008 and 32.5 percent from 16 February. A corrigendum page restates the second paragraph of point 1.
