The Governor listed the challenges the G24 countries share: trade tensions, lack of investment, high debt, and geopolitical and internal conflicts, especially in Latin America and the Caribbean. He said this context should strengthen regional cooperation and the group's voice in multilateral institutions.
He asked that fragile states, which he said number about forty and host about 1 billion people, be placed at the front of every agenda and that aid answer their strategic needs. For Haiti, he said worsening internal conflict combined with external shocks has produced a vicious circle of economic fragility and humanitarian crisis, and that tighter migration policies risk reducing the growth of private transfers that support household resilience. He welcomed the IMF and World Bank work on the quota review, a new distribution of SDR allocations and the coordination of the World Bank Group, and described IDA21 and the PRGT as useful concessional tools, provided access is guaranteed equally to all countries in the fragile, conflict and violence (FCV) group.
