The Governor said poverty continues to rise in 2024, affecting nearly 700 million people worldwide and weighing most on fragile and conflict-affected countries, and that some countries will not reach most of the Sustainable Development Goals targets by 2030. He welcomed the One World Bank Group approach and called for coordinated action to limit risks, with a differentiated approach for fragile countries.
On Haiti, he reported that armed violence intensified in 2024 and displaced more than 700,000 people, about 15% of the population of the West and Artibonite departments, mostly women and children, with mass deportations adding to the strain. Inflation remains high, food insecurity affects more than half the population, and the country has just ended a sixth consecutive year of negative growth. He said a drop in grants or an increase in fiscal space is hard to expect in these conditions. He welcomed the IMF's recent measures on surcharges and the PRGT replenishment, and appealed to donor countries to support IDA21 and the CCRT so that fragile and conflict-affected countries keep access to concessional resources.
