during the first 12 months - Please note that the costing is not yet completecomma but we expect the amount to be $500comma000. Precise costing can be provided by November 15. The following components are intentionally organized per objectivecomma not per category of expenditure. We believe this is helpful to track progress of the grant toward its objectives. The proposed budget will list expenditures per category if this is preferred. Component 1: Develop a detailed implementation work plan and schedule for the HCRR Framework and disseminate it to relevant agencies and interlocutors. The Grant will finance specialized staff to work with the IHRC over the next 4 weeks to develop the abovecomma under the guidance of the IHRC Senior Housing Advisor and in consultation with reconstruction actorscomma ministries and any other relevant parties. Component 2: Based on the technical issues identified in the Framework documentcomma (i) define the content the reconstruction guidelines to be provided to reconstruction agencies and neighborhood groups by topiccomma (ii) in defining the above consult with specific contributors by topic (Ministriescomma other government agenciescomma municipalitiescomma and possibly private sector). In doing socomma train and mentor IHRC staff on specific areas addressed by the Framework document and to use international resources for reference where needed. The Grant will finance specialized staff with a set of topical responsibilities to define the content of reconstruction guidelines on a set list of topics. They will be guided by the IHRC Senior Housing Advisor in preparing and organizing consultations with relevant actors in these sectors to confirm/validate/develop such guidance. On the basis of this workcomma the IHRC will hold a formal validation process for the guidelines discussed. The Grant may finance expenses to be incurred for the validation process (conferencingcomma document preparation)comma but the leadership of the validation process and its conclusion will be the responsibility of the IHRC. Component 3: Disseminate a draft of the guidelines and organize a consultation process with national and local government and reconstruction agencies: 1. Assist the IHRC to issue/launch and disseminate the guidelinescomma in hard copy and on-linecomma and design a related communications plan. Specialized staff financed by the Grant will plan and do the technical work required to launch and disseminate the comprehensive guidelines once these are validated for each topic. The Launch will take place under the leadership of the IHRC and with the agreement and participation of Government. 2. Design a Housing and Community Recovery and Reconstruction Web site that will be easy for IHRC technical staff to manage and regularly update. Specialized staff financed by the Grant will design the web site and train IHRC staff to manage it and regularly update it. Component 4: Establish a monitoring system to track activities in the sector and evaluate their contribution to the Framework's overall objectives. Specialized staff financed by the Grant will establish a monitoring system to track activitiescomma create a database through outreach and train IHRC staff to interpret and manage the monitoring system. Note: It is expected that the bulk of IDF resources would go to support in the form of staff (consultants) with the following areas of expertise: (1) post-disaster urban development/housing reconstruction operational experience; (2) local development and reconstruction policy knowledge; (3) social communications; (4) Monitoring and evaluation expertise together with IT expertise on interactive web sitescomma (5) language skills. Any work in (3) and (4) would have to be closely coordinated with the existing IHRC Communications team. The proposed division of labor will be developed in the full IDF proposal. Likely outcomes of IDF-financed activities The IDF Financed activities would produce the following outputs: 1. HCRR Framework Work Plan and Schedule 2. Guidelines developed through consultation with key actors for each key topic (key topics to be defined in full IDF note) 3. Monitoring and Evaluation System for housing sector activities 4. Functioning HCRR web site (or HCRR Page on IHRC web site) with HCRR guidelines And lead to the following outcomes: 1. Increased capacity of IHRC to oversee and monitor housing and community reconstruction and recovery 2. Guidelines for reconstruction are available to reconstruction agencies and communities and their knowledge of these guidelines has improved 3. IHRC is able to monitor housing sector activities and has the capacity to update the monitoring system 4. HCRR web based information as complete as possible and systems are in place that allow the IHRC to update the web based information periodically Key monitoring indicators (maximum of 3) Monitoring indicators will include: 1. Agenciescomma Ministries and Municipalities have received Framework Work Plan and Schedule by end November 2. Timetable is respected for the production and dissemination of guidelines on key topics (timetable to be defined by NOvember 15) 3.
