Ce projet vise à créer les conditions favorables au renforcement de la confiance entre l’État et les citoyens à travers le retour des services sociaux de bases fournis par les institutions étatiques au profit des communautés et de la cohésion sociale, l’amélioration de la sécurité et le rétablissement de la paix dans les zones affectées par la violence, et la contribution à l’amélioration de la bonne gouvernance locale.
