Mobilizing non-state actors in addressing the governance crisis
Published title: Mobilizing non-state actors in addressing the governance crisis in Haiti
US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.
Description
Haiti is facing a major multidimensional crisis. Financial insecurity is compounded by political instability, societal polarization, elite corruption and weak state institutions. The upsurge in violence caused by armed gangs has had serious repercussions on human rights. and the country is facing a humanitarian crisis caused by a new cholera epidemic and growing food insecurity. Further, many researchers, activists and intellectuals have left the country due to the deteriorating situation. The economic and security collapse reflects a deep crisis of politics, where a staggering void of governance prevails. Developing a fully inclusive political agenda has been one of Haiti’s most persistent challenges. It has affected the country’s ability not only to resolve growing challenges such as poverty, violence and famine,

but also to provide essential public goods, including security for its own citizens. The next government will need to build support among all Haitians and translate the promise of democracy into sustainable and measurable outcomes for all. This includes delivering on public goods and services that citizens expect from a state — providing order, justice, and other essential public services. There is an active civil society in Haiti and a desire for locally driven solutions, but the channels for state-society relations are missing. In addition, the role of civil society leaders among the diaspora should be better understood to maximize their contribution to developing the country. This exploratory research seeks to identify enablers for non-state actors at home and abroad to help shape solutions to address these ongoing intersecting crises that have weak governance at their core. The results will inform future investments that will look at threats and opportunities for civil society to play a significant positive role in governance.
