Description
Le projet a pour objectif immédiat de permettre la mise en place et le fonctionnement de l’Unité d’études et de programmation (UEP) du Ministère du Commerce et de l’Industrie qui, aux termes du décret du 27 septembre 2005 portant organisation centrale de l’Etat, a pour rôle primordiale de favoriser la cohérence des politiques sectorielles avec la politique globale de l’Etat. De ce point de vue, il est attribué à cet organe la responsabilité d’assurer la coordination des efforts d’intégration des priorités de l’EDIC dans les cadres nationaux de développement (/PSDH et documents auxiliaires). Le pilotage du système repose sur un partenariat public/privée (PPP) dénommé COMCIR qui veille à la fois à son bon fonctionnement, à l’implication effective des parties prenantes

et au respect des engagements en ce qui concerne la recherche et la mobilisation des ressources nécessaires à l’exécution des programmes ou projets issus de la matrice d’actions de l’EDIC. Il est prévu dans le cadre de l’exécution de ce projet de prioriser, entre autres, des activités visant à : - renforcer les capacités des institutions concernées par les questions de commerce dûment identifiées dans l’EDIC ; - faciliter l’élaboration et la mise en oeuvre des projets de la catégorie 2 issus de la matrice d’actions de l’EDIC ; - sensibiliser, aux moyens d’échanges d’information et de discussions en ateliers, les intervenants au processus du CIR, à s’y impliquer à fond ; - contribuer à la mobilisation de ressources nécessaires à la réalisation des projets identifiés ; - faciliter la mise en oeuvre en toute efficacité de ces projet en veillant notamment à une bonne coordination des actions des partenaires techniques et financiers ; - développer les capacités productives nationales ayant trait au commerce au sens large ; et - assurer la promotion des exportations haïtiennes.
