Acute Joint Response Haiti
US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.
Description
The West department of Haiti, like many regions, grapples with escalating insecurity, exacerbating challenges like internal displacement and food shortages. Between June-August ‘22 over 113,000 ppl were displaced, with 96,000 fleeing the capital due to clashes between gangs and National Police (UN). The violence, alongside poverty and climate change, led to widespread food insecurity, affecting 8.2M ppl by Nov ‘23, with 71.9% of the population in Ouest experiencing it. Economic distress worsened due to inflation. In Dec ‘23, Haiti had 116,952 IDPs, with significant additional displacement during violent attacks in Feb ‘24 (IOM), settling in overcrowded camps in Port-au-Prince (PaP) (57% female, 54% children). According to IOM/GDCP 04/’24,180,837 IDPs live in camps in PaP and 5,620 in host communities in

Croix-des-Bouquets (CdB). In Jan ‘24, Cordaid/Christian Aid and partners conducted a Rapid Needs Assessment (RNA), revealing priority needs ranked in order: food, WASH, essential NFI, cash, protection. Next to this RNA, field visits by partner staff to the PaP sites observed the dire living conditions of the IDPs. These contribute to the spread of diseases such as typhoid, diarrheal diseases (cholera, dysentery, etc), and vaginal infections. March ‘24 CCCM Cluster indicated only 25% of WASH and 39% of NFI needs were met across PaP camps. People affected and displaced by conflict urgently need multi-sectoral assistance. CA and partners are already responding in PaP, CdB and N-E, with MPC/WASH/FSL/PSS, but needs are huge. In coordination with other actors, DRA members, with markets still functioning, CA and partners propose to focus this response on MPC and WASH, mainstreaming Protection, to address needs at community and HH level, reducing public health and protection risks. The proposed intervention directly targets 885 HHs in PaP & CdB. Working with local partners embedded in the communities provides readiness to respond quickly, with strong access to communities.
