Description
Shiraka aims to bring about positive change in the MENA region, meaning:• societies that accept cultural and religious differences;• states that respect the rule of law and protect individuals, minorities and human rights;• an economy which fosters prosperity and employment.The broader programme consists of the following two components:• Shiraka Training Programme o The Shiraka Training Programme (STP) is an instrument for implementation of bilateral relations between the Netherlands and eligible countries at government level. o The objective is to train senior public and semi-public officials on matters relevant to furthering public services in the MENA region. o An important aim is to create networks, by bringing the participants together in the Netherlands. o The programme also aims to increase and

improve bilateral relations between Dutch line ministries and their colleagues in their respective countries. o Some training programmes also invite people working for semi-public organisations.• Government to government (G2G) cooperation o G2G is an instrument to stimulate structural cooperation between governments in order to offer support in solving issues of reciprocal concern. o Where relevant, the Dutch business community is actively involved.
