Description
Das Programm Armutsbekämpfung und lokale Entwicklung, das in Kooperation von FZ/TZ(DED) durchgeführt wird, verfolgt das Oberziel, die soziale und wirtschaftliche Lage der armen Bevölkerung in der Programmregion Hinche durch rechenschaftspflichtige und transparente Regierungsführung durch die lokalen Behörden zu verbessern. Als entwicklungspolitisches Oberziel sollen lokale Verwaltungs- und Regierungsstrukturen (Kommunen und Kommunalsektionen) ihren Entwicklungsauftrag wahrnehmen und soziale und wirtschaftliche Dienstleistungen entsprechend dem Bedarf und der Nachfrage der armen Bevölkerung bereitstellen. Programmziele im engeren Sinne sind (i) die Befähigung von Kommunen und Zielgruppe, in eigener Regie Projekte durchzuführen, damit sie die Hauptakteure der lokalen Entwicklung werden und ihr Humankapital erhöhen, (ii) die Stärkung der administrativen Leistungsfähigkeit der lokalen Strukturen, um den Projektzyklus armutsorientiert, transparent und effizient durch-führen zu können und (iii) die Anwendung

von Prinzipien wie Partizipation, Gleichberechtigung der Geschlechter und Rechenschaftspflicht auf der lokalen Ebene im Rahmen der Erarbeitung und Durchführung von Investitionsplänen und Projekten.Zielgruppe des Vorhabens ist ein Teil der rd. 610.000 Einwohner in den 12 Kommunen des Départment Centre, die im Rahmen des Programms vom Regionalbüro des FAES in Hinche (Bureau Regional) betreut werden. Die bei Programmprüfung ebenfalls in das Interventionsgebiet einbezogenen fünf Kommunen des Département du Nord und Nord-Est gehören nicht zum originären Einflussbereich des FAES-Büros in Hinche. Deshalb war mit Genehmigung des BMZ eine Anpassung des Interventionsbereichs vorgenommen worden.Das Vorhaben umfasst vier Förderkomponenten auf lokaler Ebene: (i) Erarbeitung kommunaler Entwicklungs- und Investitionspläne, (ii) Projekte zur Verbesserung der sozialen und wirtschaft-lichen Dienstleistungen sowie zur Steigerung der Produktivität und Wertschöpfung von Land-wirtschaft, Handwerk und Handel, (iii) Stärkung der Leistungsfähigkeit und Struktur des FAES, der Kommunen, Kommunalsektionen und Stärkung der Leistungsfähigkeit spezialisierter Dienstleister für die Durchführung der Projekte (Berater, kleinere Bauunternehmen, Sozialarbei-ter) und (iv) Krisenprävention.Das FZ/TZ(DED)-Programm bettet sich in die strategischen Schwerpunkt- und Querschnitts-themen ein, die die haitianische Übergangsregierung im Juli 2004 mit Unterstützung der Geber-gemeinschaft im Übergangsrahmenabkommen für die Entwicklungszusammenarbeit (Cadre de Coopération Intérimaire 2004-2006 - CCI) formuliert hat. Das Programm Armutsbekämpfung und lokale Entwicklung fügt sich auch in die von der haitianischen Regierung nach dem Erdbeben vom 12. Januar 2010 neu formulierten Schwerpunkte für die Entwicklung des Landes ein, in denen unter anderem die Notwendigkeit zur Dezentralisierung erstmals besonders betont wurde. Die Gesamtkosten der FZ-Komponente des Kooperationsvorhabens werden durch den Umfang der Finanzierung bestimmt. Sie belaufen sich auf rd. 8,4 Mio. EUR, von denen rd. 0,4 Mio. EUR aus haitianischen Mitteln und 8,0 Mio. EUR aus FZ-Mitteln finanziert werden sollen.
