Overview
The Model School Network (MSN) is a coalition of Catholic, Summit, and EFFACP schools in the
Central Plateau of Haiti. MSN was formed for the purpose of combining efforts to create synergy to
help improve the quality of education offered in the region. The organization is focusing on increasing
literacy, school leadership, teacher training and curriculum development. As part of this overall effort,
the MSN network requested Schools of the Children of the World (SCW) to write a concept paper
for addressing the infrastructure needs of the network’s schools. Subsequently the W.F. Kellogg
Foundation agreed to fund this effort.
Many of the approximately 200 MSN schools are in the most remote areas in the Central Plateau.
Many of the schools required off road 4x4 vehicles to access these remote school locations.
Approximately 80 of the schools were only reachable by walking, boat or even dugout canoe. This
attests to the challenges and difficulties there will be to provide adequate infrastructure improvements
in these areas.
The results of the data collection show that there are vast discrepancies between schools with adequate
infrastructure and those that have virtually nothing. The infrastructure of 85 of the schools were
identified to be in critical need of replacement. The infrastructure of many of these schools consists
of sticks and a low-quality metal for roofing, dirt floors, poor furniture, extremely poor sanitary
conditions, and in some cases, no walls, and no doors. These schools are often unsafe and unable to
provide any reasonably acceptable learning environment for children or staff.
On the other end of the spectrum, of the 200 schools, only 17 schools were classified as being in good
condition and only needing general maintenance. Even in these situations, many often lack adequate
space due to overcrowding and/or lack of adequate support spaces.
75% of the schools use pit toilets or have no toilet facilities and were rated as requiring complete
replacement of toilet facilities. 59 schools (31%) reported having no running water. While 56 (29%)
of the schools reported having potable water, we believe the water should be tested to verify it is safe
to drink. We suspect that in many cases the water is not safe to drink. Even though some persons
may find pit toilets acceptable, we found that in most cases, the existing conditions found at the
schools were not acceptable for human use and are being avoided by students and staff.
In summary, the infrastructure needs are vast: replacing buildings in extremely poor condition, adding
space to overcrowded schools, repairing/renovating buildings in need of repair, addressing sanitary
conditions, improving furniture, improving natural light and natural ventilation, and school sites that
are too small, to name a few.

There are also vast inconsistencies in the type and quality of school construction. This is likely a result
of individual circumstances and lack of coordination amongst donors. Going forward, SCW has
drafted MSN Minimum School Facility Design Guidelines we are recommending be used to guide the
planning and construction of MSN school facility projects in the future.
Finally, there is a major problem with the lack of school maintenance. Even in situations where new
schools have been built or improvements have been made, there has been a general lack of
maintenance. As a result, new buildings and construction are in disrepair and much of the investment
in infrastructure has been lost. It is easy to understand this problem when there are few plans to
provide the funds needed to adequately maintain the facilities. This problem must be addressed if
donors are going to continue to invest in these projects in the future. SCW has drafted a suggested
maintenance manual and has included specific recommendations regarding potential maintenance
funding strategies in this report.
Based on existing conditions, identified over-crowding, and the new suggested MSN Minimum School
Facility Design Guidelines (MSFDG), the total cost to address the infrastructure needs of the schools in
the Model School Network is estimated to be over $106,000,000. It is important to recognize that
this cost necessarily only addresses existing conditions and existing over-crowding to achieve the
MSN’s Minimum School Facility Design Guidelines. Architects, School Planners and local communities
planning for future MSN school improvements also need to consider;
• expected increases in student populations,
• the potential realignment of grade levels served at each location,
• spaces desired by the community that are in addition to the MSFDG,
• unique challenges based on the location of the school including expenses related to getting
building materials to the site and needed school security improvements,
• equipment needed to support specific educational programs such as science lab equipment, mobile
information technology equipment including computers, projectors, etc., vocational education
training equipment, office equipment, including computers, copiers, duplication equipment, etc.,
• Expected inflation prior to the completion of construction of improvements.
Once the initial scope of a project has been established considering the above additional items
identified by project architects, school planners and local community members, SCW suggests a
20% contingency be considered to address the potential unforeseen expenses as a project moves into
fund raising. Based on current rates of inflation in Haiti and projections by the IMF, an additional
12% per year increase should also be included in project projections based on the expected period of
construction.
At first glance this appears to be an overwhelming obstacle. Based on conventional ways of addressing
infrastructure improvements, funding more than $106m might appear to be next to impossible. While
SCW doesn’t have pre-defined easy solutions, we do have some suggestions.

It is extremely unlikely any one entity will be able to take this on alone. The Haitian National
Government doesn’t have the resources. Foundations, foreign governments, NGOs, churches nor
school groups will be willing to take this on alone. The local communities surely do not have the
resources. However, collectively and through new forms of collaborative partnerships, this may be
possible. This will likely require a great deal of creativity, the creation of new partnerships, and new
forms of operations and project delivery. Based on the current status of progress and project delivery,
new ideas need to be examined. In the funding section of this report, suggestions for new strategies
are provided.
The goal of this study has been accomplished, to establish baseline infrastructure data and determine
needs of the Model School Network schools in the Central Plateau. This report goes a step further
and makes recommendations regarding prioritization of projects, guidelines for future projects,
suggestions for facility maintenance, and suggestions for future project implementation.

Facility Assessment
The Haiti school facility assessment was focused on approximately 200 schools located in the Central Plateau,
Haiti.
Assessment Instrument
A survey form was developed by Schools for the Children of the World (SCW). SCW has conducted similar
school facility assessments in other countries such as Honduras, Nigeria, and Kenya. The forms used for this
assessment were customized to address the schools in Haiti. The assessment instruments were translated into
both English and French. The survey included an interview of the school director/principal, a survey of the
site, and an evaluation of each building and campus. Each building on each site was measured and evaluated
against 30 different criteria. Extensive photos were also taken at each site, school, and building. All data
collected from each form was entered into a database. Summary reports were created for each school that
included selected photos taken at each school. All reports are available in both French and English.

Assessment Team
The assessments began in early October 2018 with four teams of four; led by Dr. William DeJong, Mr. Chuck
Newman, and Mr. Dan Mader, (all Association for Learning Environments International Planners of the Year),
and Ms. Kerrianne Wolf (USA National School Planner for 15 years). In November 2018, additional teams
lead by Haitian engineers conducted assessments on the more remote schools. The assessment teams consisted
of planners and architects from the United States as well as Haitian engineers, drivers, and persons
knowledgeable of construction. Team members attended a classroom and field training to gain familiarity with
the forms and technology used. The data collection process consisted primarily of four-person teams visiting
each school site. One person interviewed the director/principal. The second person evaluated each building.
The third and fourth persons measured the site and each building. Data collection included the use of printed
forms, laser measuring tools, and cameras. The training of assessment teams and data collection occurred from
October to December 2018.
Data Analysis and Reports
Schools for the Children of the World developed baseline standards, cost estimates and algorithms to analyze
the data and formulate the final database and this report.

Overall Information
A. Over 70% of the schools assessed were in the Catholic school network. Almost 20% were in the
Summit school network and the final 10% were in the EFACAP school network.

B. There is also a wide range in the enrollment of the schools in the MSN network. From 20 to over 900
students. Even though one might expect schools in the rural area to have low enrollments, it was not
unusual for schools in very remote areas to have 300 or more students.

C. One of the largest challenges is the remote locations of the schools. Most of the schools do not have
even drivable dirt roads. Many schools are only reachable by motorcycles, walking or even by boat.
This is going to provide great challenges in getting building materials to the school locations.

Approximately 19% of the 191 schools are in critical condition where the building only consists of a
“lean-to” with sticks and a metal sheet for a roof. Another 14% were found to be in poor condition
which suggests that approximately one third of the schools need to be replaced just based of their
condition.

potable water, and toilets which are in extremely poor condition.

Potable Water
Even though 69% of the schools have some source of water, in many cases it is not reliable, not potable
or not in working condition. The actual sanitary and hygine conditions in the majority of the schools
is deplorable and unaceptable in any culture. Any future infrastruture improvements at these schools
must address this problem and school personnel must be held accountable for proper maintenance
and cleanliness. It is not uncommon for drinkable water to be hand carried to the site, where all
children drink from a single cup. In most cases there are pit toilets in extremely poor condition, no
water, and no handwashing facilities.

Natural Light and Ventilation
Many classrooms were found to have inadequate natural light and limited natural ventilatition. Even
though many communities had electrical lines, most schools either had no electricity or it was not
dependable.
Providing for maximum natural light, especially in the absesnse of reliable electricity, is relatively
inexpensive. New classroom designs should maximize window openings, consider the use of
translucent roof panels, and considcer other design techniques which will add natural light and
ventilation to occupied spaces.
There are many reasons to improve natural lightling. Some of those include:
• Findings have shown that classrooms with the most daylighting had a 20% better learning rate in
math and 26% improved rate in reading compared to classrooms with little or no daylighting
• Creates a Healthy Learning Environment
o Promotes vitamin D generation and circadian regulation,
o Poor daylighting causes discomfort, which reduces learning and it is detrimental to the physical
and mental health of students,
o Daylighting enhances mental performance, decreases depression, and improves sleep.
• Reduces energy cost

Educational Adequacy / Space Requirements
In the case of this report, educational adequacy identifies the space needed to accommodate the existing student
enrollment and associated space needed to support the desired educational programs.
It is important to understand the reason that educational adequacy is based on the existing student enrollment
at each school. No attempt has been made to evaluate the existing total student population surrounding each
school nor the capacity of other schools in each area. That would have required substantial additional time and
effort to accumulate that data which is constantly changing.
Prior to initiating improvements to any school in the MSN, the designated school planners, architects and local
community should assess the potential of future growth for their school. This should be based on the expected
future grade configuration for the school, the expected geographic area that the school will serve now and in
the foreseeable future, expected general population growth in the area, and the desired size of the school. As
discussed in the MSN Minimum School Facility Design Guidelines, student travel distance should have a significant
influence on school planning. It is better to have multiple schools serving a student population within a safe
travel distance for the students that one large school with excessive travel distances. In addition, most schools
should try to include early childhood education. As noted in the Ministry of Education’s Design Norms, the
desired maximum travel distance for early childhood education students is 300 meters from their home to
school. This also suggests that many local community early childhood education centers may be needed to
support fundamental schools that have a maximum travel distance of 2 km.
The MSN School Facility Assessment
The SCW facility assessment identified major inequities and inconsistencies in the size of MSN school sites,
building design, quality of construction, sanitary conditions, size of classrooms, as well as furniture and
equipment. Guidelines were needed to establish minimum standards which must be followed for all future
MSN school construction. Over time, these guidelines will help create a more adequate and equitable school
infrastructure across the MSN.
SCW, with input from representatives from the MSN network, has created a document of MSN Minimum School
Facility Design Guidelines. It is recommended that this document be approved and followed as new infrastructure
projects are implemented. The following are a few highlights of the recommendations in the new infrastructure
guidelines.
School Sites
Some of the greatest challenges are:
• securing school sites which are located near where children live,
• having road access to deliver construction materials,
• topography that enables construction,
• large enough sites to construct a school that can accommodate appropriate spaces for toilets and septic
systems, play areas and expected future growth.
Furthermore, the ownership of property in Haiti can also be challenging. The MSN should establish policies
identifying ownership requirements for future schools in the MSN.

The table and chart below show that less than 30% of the current school sites are in excess of 5,000 square
meters and 10% are in excess of 10,000 square meters. There are many schools which are overcrowded and
need additional classrooms. Based on the data collected this is going to be problematic since most school sites
are not large enough to accommodate additional construction.

Size of Classrooms
There is a great deal of debate as to what are the most effective methods of teaching and learning. Even though
the focus of the infrastructure assessment was not to review academic achievement, it was obvious that most
classrooms were overcrowded with 3-5 children siting at a single bench, and in some cases, students sitting
outside the classroom because there was not enough room for them in the classroom. Instructional materials
were nearly non-existent, and, because of poor lighting, it was nearly impossible to see what the teacher was
writing on the chalkboard from the back of the classroom. The primarily form of teaching appeared to be
lecture based.

Adopting the standard of 72m2 for all new classrooms and adopting new guidelines for furniture allows for a
variety of ways in which classrooms can be arranged to support more effective teaching and learning. It also
offers the advantage of flexibility if grade levels need to be reconfigured to adjust for variations in student
enrollment.

Square Meters per Student
The primary infrastructure of a school consists of classrooms. But depending on the number of students in a
school there are also needs for offices, storage, kitchens, cafeterias, libraries, toilets, and other support areas.
The current infrastructure inventory consists of undersized classrooms, an occasional office, a small kitchen,
and few other educational or support spaces.
As stated before, there is a need for standards to guide the design and construction of future schools. The
proposed MSN Minimum School Facility Design Guidelines have established formulas for the recommended
minimum sizes of future pre-schools, primary schools, and secondary schools based on the number of students
that are to be enrolled in the school and the number and size of support spaces needed.
The following is an example of the suggested guideline for a primary school based on school enrollment. This
table suggests building a primary school will require between 2.0 and 2.88m2 per student, depending on the
student enrollment the school is designed for in those grade levels.

and type of school spaces.
When considering the reuse of existing classrooms, key considerations should include:
• the condition of the classroom’s construction. Is the classroom worth saving, or would it be more
cost effective to replace the classroom with a new classroom?
• classroom capacity based on the size of the classroom,
• ability to cost effectively achieve adequate natural light and natural ventilation,
• availability of electrical outlets to support mobile computers and a classroom projector to support
information technology training in the classroom,
• condition of classroom equipment such as chalkboards, marker boards and bulletin boards,

• adequate storage space for classroom supplies and student projects,
• adequate space for recommended teacher and student furniture.
Classroom Capacity
When considering existing classroom capacity, in general, a classrooms capacity can be established by dividing
the area of the room by the recommended space per student. The new MSN Minimum School Facility Design
Guidelines specifies in grades 1-13, 2.0m2 is recommended per student. In K-2, K-1 and K, 2.88m2 is
recommended per student.
Therefore, an existing 48m2 classroom would be expected to be adequate for 24 students in grades 1-13, or 16
students in early childhood education. This limitation of classroom attendance and recommended
classroom furniture should be applied to all existing classrooms that are expected to support the
MSN’s desired curriculum.
A potential solution to multiple classrooms being too small might be to open a wall between one or more
classrooms to create a larger classroom. However, consideration must be given to how the space will be used.
A long narrow classroom is often not an effective learning environment for students. Students in the back of
the room or at wide angles to the side may not be able to clearly see the marker board or hear the teacher. Also,
a structural engineer must be consulted to verify that the modified classroom structure still complies with
seismic and hurricane design requirements. Often, the removal of a wall will have a significant harmful impact
on the structural integrity and/or seismic resistivity of the building.
Need for Additional Space
Nearly all schools were found to lack adequate educational space. In most cases this is a result of accepting
more students that the educational spaces can handle, undersized classrooms, the lack of support spaces and
school sites that are too small.

Cost Estimates
There are two major categories of costs when addressing school infrastructure. The first category is
the cost of improving the building’s condition. These costs are the costs needed to repair or replace
existing facility components to achieve a “good” quality appearance and operational condition. The
second category is the cost of achieving educational adequacy. In the case of this report, educational
adequacy identifies the additional space needed to accommodate the existing student enrollment and
associated space needed to support the desired educational programs. (See Section 05 of this report
for an additional discussion of Educational Adequacy.)
Construction Only Cost vs. Total Project Cost
Construction costs in Haiti are usually calculated on a cost per square meter basis. There are a wide
variety of methods used to establish how these costs are determined and communicated. When
comparing construction costs, one company might show the cost of a classroom to be $40,000 while
another company’s estimate may be $70,000. There can be many reasons for these discrepancies. For
example, one company may be calculating construction cost based on a much smaller classroom size,
or they may be using inferior materials, or they could be building to a lesser structural standard than
required to address hurricane or seismic requirements. Or, a company might only include the basic
cost of the building and not include the cost of furniture, sidewalks, site improvements, toilets and
sanitary improvements, etc.
Discussions of construction cost often do not include the TOTAL cost of building a school. There
are many additional costs, such as architecture and engineering fees, soil testing, construction
administration, site preparation, perimeter walls, water and septic systems, furniture and equipment,
etc. that also need to be included as part of the total cost of building or renovating a school.
For the purpose of this study, SCW has used Total Project Cost to calculate the suggested budgets for
improving building conditions, providing additions, and replacing existing buildings and/or
constructing completely new schools. The construction of perimeter walls around the property has
not been included since many existing sites already have site perimeter walls. Also, the cost of a
perimeter wall can vary greatly depending on site conditions.
It should also be clarified that recommended project costs is based on the approved MSN Minimum
School Facility Design Guidelines. As noted in the title, these are Minimum Design Guidelines. Many
school communities will want to create facilities that go beyond the minimum requirements of the
MSN. Those decisions will more than likely add to the total project cost.

Location of Schools: Accessible vs.
Remote Schools
One unique characteristic of the MSN
network is the location of the schools.
Approximately 30% of the schools are not
reachable by roads. This creates a major
obstacle in delivering construction materials
to the site. This suggests the potential for a
substantial escalation in the cost of
construction in these remote areas.
Rather than further escalate the projected
cost of building or remodeling schools in
remote areas, SCW is suggesting new and less
expensive approaches to construction be considered for building schools in remote areas. This idea
will require additional research, but it might consist of using more prefabricated materials, light gage
metals & framing and exploring new ideas for delivering materials to the site. This concept might also
include more extensive use of local labor and simplifying methods for assembling buildings.
SCW created two cost formulas. One formula is based on accessible sites using more traditional
construction methods. The second formula is for remote sites utilizing an alternative form of
construction.
Based on our experience of building schools in Haiti to hurricane and earthquake standards, the base
building cost was established at approximately $600/m2. Added to this base figure is the cost of
canopies, walkways, toilets, perimeter walls and other site improvements, plus the cost of design,
project management, furniture and equipment.
The following costs per square meter were used in this study to establish a TOTAL project cost for
building new schools. For planning purposes $972/m2 (USD) was used to calculate TOTAL project
cost in assessible areas and $650/m2 in remote areas using alternative construction techniques.

It should also be noted that construction costs are continually changing in Haiti as the demand for
construction materials continues to increase and inflation impacts the cost of construction. This past
year Haiti experienced a 17% rate of inflation. Over the past several years, inflation has averaged
about 12% per year. If these rates of inflation continue, the future cost of construction will increase
substantially.
Total Cost to Build a School in Haiti
Using the total project cost per net square meter, along with the suggested number of square meters
per student [2.67], the approximate cost can be derived for building a school in Haiti.

Building Condition Cost
The SCW team visited all schools in the MSN network within the Central Plateau of Haiti and
conducted an evaluation of each school’s infrastructure. This evaluation included a review of all
building systems including roofs, walls, ceilings, windows, doors, natural light and ventilation,
plumbing systems including toilets, sinks and septic systems, electrical components, lighting, furniture,
chalkboards, and playgrounds. Each item was rated, and indexes were developed to determine the
approximate cost per school to repair or replace components in poor condition. The estimated cost
to correct existing condition deficiencies was approximately $21 million USD.
Educational Adequacy-New Design Standards
In addition to collecting information on building conditions, the SCW team collected information on
student enrollment and took measurements of each classroom, building, and site. Most classrooms
in the MSN are extremely undersized and overcrowded. Many classes were being held under marginal
structures leaned against an existing building (a “lean-to”) and are difficult to classify as a classroom.

As part of this study, the MSN established MSN Minimum School Facility Design Guidelines for future
MSN school construction. These new standards require 2.88 m2 per student in K-2, K-1 and
Kindergarten classrooms and 2 m2 of classroom space for student in grades 1-13. In addition,
minimum support spaces are also defined in these new MSN design guidelines. The existing school
facility space per student was compared with the new design guidelines to determine the additional
space needed to comply with the new minimum design guidelines. The estimated cost to achieve the
new minimum design guidelines per student across the entire MSN is estimated to be almost $79
million USD.
School Replacement
As SCW evaluated the data, it was determined that making substantial improvements to schools in
poor condition that were also extremely overcrowded was not cost effective. It was determined that
if the cost of improving the condition of a school plus the cost to achieve the new design guideline
minimum area requirements (adequacy) was greater than 75% of the cost of rebuilding the school, it
was more cost effective to rebuild the school. This resulted in an additional overall cost of about $4.8
million USD and resulted in 24 more schools being replaced with all new facilities. The total cost to
replace the 85 schools recommended for replacement is almost $55 million USD.

Prioritization
This study has suggested that there is over $106,000,000 in school infrastructure needs in the Model School
Network. This problem cannot be addressed all at once but will need a phased approach over 10 to 20 years.
In the original proposal submitted to the W.K. Kellogg Foundation, SCW agreed to establish priorities for new
construction and renovations.
Following the data collection phase of the project, a workshop was held which included NGOs and service
providers, along with school directors, teachers, parents and other stakeholders.
The following were identified as priorities based on input received at the infrastructure workshop:
1. Increasing early childhood education
2. Adding secondary education (new schools or additions to existing schools)
3. Increasing vocational education opportunities
4. Adding new primary schools in areas that do not have schools
5. Replacing and/or renovating schools in poor condition
6. Properly sizing classrooms to support the desired curriculum and pedagogy
7. Replacing furniture with furniture that supports the desired curriculum and pedagogy
8. Adding classrooms in overcrowded schools
9. Improving natural light and ventilation
10. Providing potable water and improving sanitation and toilet facilities
11. Maintaining schools

The grant with the W. K. Kellogg Foundation included the following four deliverables and an additional fifth
outcome:
1. Identify 30 existing schools that should be completely renovated or replaced.
The infrastructure evaluation identified 86 schools which should be replaced. 37 schools were identified as
being the most critical. These schools have little to no infrastructure and consist of wooden posts holding up
a tin roof with no walls or sheet metal walls and doors and often with dirt floors. Below are examples of these
schools.

schools was recommended by the evaluators due to a combination of the poor condition of existing facilities
plus overcrowding. (See the Appendix for an enlarged copy of this report)

2. Identify 10 schools for expanded early childhood education. These schools may include
expansions of existing schools or possibly new education centers.
155 schools in the MSN have preschool (Pre-K 2, Pre-K 1 or Kindergarten) programs. Enrollments at specific
schools range from a total of 7 students to 269 students. There is a wide variety of programs, ages of children
served, and qualifications of staff/teachers. Not all primary schools (Basic 1 and Basic 2) have preschool
programs. In most cases, the number of preschool students served is a fraction of the number of children
which could benefit from these programs. The MSN network should be commended for its commitment to
early childhood education, but this program can and should be expanded.
Typically, there are two approaches to providing preschool educational programs, either by adding preschool
classes at primary schools or creating separate early childhood education centers. In remote rural areas that are
sparsely populated, the most logical approach to adding preschool enrollment is by including early childhood
programs at existing primary schools. In more highly populated areas, Pre-school education centers can work
well. The best configuration is often determined by the safest means by which the young children will get to
school.
The database which was created as part of this study identifies current enrollments for each grade level, at each
school, including preschool enrollments. It is recommended that the database be used in conjunction with GIS
mapping to review each school and target the number of preschool children desired at each location. (This
may be impacted by the capacity of the school facilities the preschool program will feed into.) Based on the
targeted preschool enrollment at each school, the number of additional classrooms needed to support that
enrollment should be established based on the new MSN Minimum School Facility Design Guidelines. (Preschool
enrollment/25 students per classroom.).

3. Identify 10 new Secondary Schools that may be replacements, expansions of existing secondary
schools, or new educational centers.
Enrollment data indicates that there are very few students that attend school beyond 6th grade and even fewer
that attend school beyond 9th grade. Enrollments indicate that the number of students in grade 13 is only 8%
of students enrolled in 1st grade. There is clearly a major need for additional secondary education
capacity.
Currently there are 69 schools that offer educational opportunities beyond the 6th grade and 29 schools which
offer programs beyond the 9th grade. In many cases, upper grades are offered in the morning where primary
classrooms are offered in the afternoon as a second shift. In many of these situations, there are very small
numbers of students that are attending these programs.
In the MSN, there are 13 schools that offer programs for grades 7-13. There are only two schools that serve
only grades 10-13. However, one of those schools also shares a campus with lower grade levels.
The numbers themselves speak to the problem. Informal data would suggest that unemployment rates are in
excess of 75%. Many of the younger generation move to the cities to seek employment. Often young men in
rural areas attempt to accumulate enough money to become moto drivers. In summary, there are very few
secondary education opportunities in the Central Plateau, and even fewer vocational education opportunities.
Schools for the Children of the World has completed a master plan and design, in collaboration with St Louis
King of France Parish in Mirebalais, the University of Notre Dame, and the W. K. Kellogg Foundation, to
build a new Basic 3 + Secondary School + Vocational School (Grades 7-13 plus vocational school) in
Mirebalais. This school is also planned to be a training center for teachers serving the MSN. This school is

greatly needed. It is recommended that this school be considered a top priority for secondary school
improvements.
Due to the wide geographical area, including the lack of roads and public transportation, it is suggested that
new secondary schools be strategically located in proximity to groups of 6-8 primary schools. These primary
schools can be planned to serve as feeders into the secondary schools. If the secondary schools are strategically
located near the primary schools, it will increase the probability that many of the students will be able to walk
to school or commute via motorcycle.
While it is preferred that all MSN schools operate in a single shift, alternatives could be considered for some
part time shifts or even weekend shifts to allow students with jobs to also advance their education. Cristo Rey
has a very successful program operating in several countries that allows students to go to school for ½ day and
work in local businesses the remainder of the day. The businesses pay for the student’s tuition plus pay the
students a reduced rate for their work. The students typically perform very well in school because the practical
experience shows them the importance of their work in school. The businesses benefit because the students
are receiving a good education while they are training for potential fulltime employment in the future. Everyone
benefits from this arrangement.
The following are suggested areas to consider for new secondary schools. Consideration should be given to
the location and capacity of non-MSN secondary schools when locating new MSN secondary schools. Existing
feeder MSN primary (Basic 1 and Basic 2) and Fundamental (Basic 3) schools in each area should be consulted
to help identify the needed capacity and location of new local secondary schools they would feed into.

4. Identify 5 new schools in areas that have no schools or lack educational opportunities
Within the Central Plateau of Haiti, there are many schools that are public schools, religious schools and schools
operated by independent private entrepreneurs that are not MSN schools. During SCW’s assessment of the
existing MSN schools, we were surprised to find some of the higher density populations in some of the more
rural areas. We expected to find remote mountainous areas to have fewer children. These situations of lower
density do exist, however, we also found rural areas, (even in areas that have no roads), where 200-300 students

attend one school, and less than a mile away there could be another school with another 200-300 students.
This is indeed challenging since accessing these remote areas can be extremely difficult.
As a result of the data collected and the schools reviewed, SCW suggests that rather than establishing a goal of
5 new schools in areas that currently have no schools, that the MSN focus on the first goal of replacing schools
in extremely poor condition. If the planning for these schools is done correctly, we believe likely solutions will
include consolidating schools in certain geographical areas with new buildings and constructing additional
schools in areas that are not being served.
The goal of adding 5 new schools in areas that have no schools or lack educational opportunities remains. The
decision on where these new schools are located could be determined in concurrence with the replacement of
existing schools in extremely poor condition. In this way, we hope to meet multiple objectives with each new
facility.
5. New outcome: Improve sanitary conditions
Correcting sanitary facilities was not originally identified as one of the
major objectives of the WKKF grant. However, after assessing the
existing schools and discussing the topic at both workshops with MSN
stakeholders, correcting the poor condition of sanitary facilities was
identified as a high priority. During the data collection process, it was
determined that the sanitary condition at the vast majority of the MSN
schools is deplorable. One of the problems is that most of the schools
have no source of potable drinking water. Worse yet, many of the schools
have no source of water at all which makes basic hygiene impossible.
Approximately 80% of the schools have pit toilets which usually consist
of a dilapidated structure that hasn’t had regular cleaning, and in many
cases is collapsing. Approximately 10% of the schools have no toilet
facilities. To make matters even worse, SCW repeatedly found that the
doors to many toilets (pit or otherwise) were locked and not accessible by
students. Assessors saw first-hand boys and girls urinating on school
grounds. which gave students no humane option of addressing bodily
needs. It is our opinion that this should not be acceptable for any MSN
school. This was even more inhumane for young girls which also have
needs to address their menstrual cycles. We are sure many girls are
choosing to not go to school rather than face the indignity they experience
at the schools. All of this is plain and simply wrong.
SCW Summary Recommendation
After reviewing the schools in the MSN and discussing objectives with the MSN Board, it became apparent
that multiple objectives noted above can be accomplished with each project. As realignment of grade levels is
considered as suggested by the Ministry of Education, and as facility improvement objectives are identified in
this assessment, it becomes apparent that there is a need to reassess each school’s capacity to serve specific
grade levels within its local community and how that capacity best fits into the overall educational objectives
of the MSN for that region. Ideally, there will be a clear path for students to follow from early childhood
education through Grade 13 to attend MSN schools in each area the MSN serves. As the role of each

school is considered in that overall objective by school administrators and school planners, we think it will
become clear where school improvements are most needed as well as where new schools are needed to provide
a continuum of educational advancement for all students served by the MSN.
SCW Recommends:
1. That SCW work closely with the MSN Board to pre-define an initial set of School Facility improvement
projects (Phase One) that establish a clear path for MSN students in an area to follow, from early
childhood education through Grade 13, in MSN schools. Phase One should include pre-defined projects
that identify school facility improvement projects coupled with new school projects that achieve that
objective in each of the communal sections served by the MSN in the Lower Central Plateau.
2. The Phase One projects should be established to serve as a model for future school improvement projects
in each of the communal sections served by the MSN.
3. The MSN establish and enforce standards for sanitation and cleanliness for all MSN schools.
4. The MSN establish a policy to require all new MSN schools and MSN schools with expansion projects
provide potable water for staff and students from a dependable water source, such as a well, spring,
rainwater collection system or other suitable source of water, and include an appropriate water filtration
system if needed for safe drinking water.
5. That the MSN establish a policy that requires all new MSN schools and MSN schools with expansion
projects provide hand washing facilities within or immediately adjacent to all toilet facilities.
6. The MSN establish a comprehensive program with appropriate classroom training to assist young girls and
prepare them as they enter puberty.
7. The MSN establish a written policy that School Directors be assigned the responsibility of guaranteeing
that staff and students have access to potable water and clean and properly functioning hand washing sinks
and toilet facilities at all times school is in session.
8. That the MSN Partner with an NGO that specializes in water and sanitation systems and creates a plan for
systematically improving water and sanitation at each MSN school.

Funding
Based on the existing conditions and the new suggested guidelines, the total cost to address the infrastructure
needs of the existing schools in the Model School Network is estimated to be $106m. This is a staggering
amount, and, at first glance, appears to be an overwhelming obstacle. Based on conventional ways of addressing
infrastructure improvements, funding $106m might appear to be next to impossible. By no means does SCW
suggest we have the answer, but we do have some suggestions.
The bottom line is that no one entity can afford to do this alone. Local communities surely do not have the
resources. The Haitian government doesn’t have the resources, nor do foundations, foreign governments,
NGOs or churches and school groups in North America or Europe. However, collectively, and through new
forms of partnerships, this may be possible. This will likely require a great deal of creativity, collaboration, and
new forms of operations and project delivery. New ideas need to be examined.
The actual levels of funding available for school construction projects are unknown. For Catholic schools in
Haiti, a significant amount of work is supported by the local Catholic Church, religious orders within the
Catholic Church, supportive NGO’s, and foreign mission teams. The Summit schools are primarily funded by
private donors and several of the newer Summit school facilities were constructed by the Digicel Foundation.
The EFACAP schools in the Central Plateau are a combination of private and public schools. A decision will
need to be made as to whether each of the school networks within the MSN implement their own individual
list of school projects, if this is done jointly, or some other combination of approaches. Potentially, each
organization leverages their partners and collectively the network develops a join plan for planning, designing,
and constructing school projects. (see Implementation Plan).
The Inter-American Development Bank (IDB) has concluded that even though there has been a major push
for school construction following the 2010 earthquake, at the current level of implementation, the needs of the
country will never be met. They have written papers that suggest that rather than the current central
government approach that has been used for the past ten years, a new decentralized method of implementing
school infrastructure projects should be pursued. It could be argued that based on the lack of available public
education in Haiti, the number of public schools should be doubled or tripled. In our opinion, the national
government should consider creating a more viable partnership model with quality private school networks.
The government should also consider moving away from a “control” mentality to more of an “enabling”
mentality where it encourages and reinforces capacity building at the local or regional level.

It is beyond the capacity of any one organization to address the need
to adequately educate all the children in Haiti. It our opinion, it will
require a creative partnership model that takes advantage of every
resource that is available.
Cost of Construction
Cost of School Construction
The cost of school construction is approximately 60% materials and Labor

On any construction project, both skilled and unskilled labor is Materials
needed. It is important that future buildings are constructed to
appropriate local hurricane and earthquake standards, requiring 60%
design and construction expertise and experience. However, there
is also a great deal of unskilled labor needed on every project which
could be part of the local community’s contribution to a project.
When it comes to school infrastructure projects, it appears that most communities are waiting for an outside
organization to build a school for them. This is primarily because of the lack of available local funds and
expertise. SCW suggests that this approach be changed to allow schools to be designed, built and operated in
partnership with the local communities which have direct stakeholder involvement in the project. This
approach has the potential of creating local economic synergies which are desperately needed. Another benefit
is the creation of greater ownership by the local community of the school which should improve the care and
maintenance of the infrastructure and the general sustainability of the school.
Funding Sources
There are many agencies and organizations that fund school infrastructure. When considering funding sources
for the construction of new Catholic schools and renovation projects, the focus is often on the Church. There
is no question that there is a need for the Catholic Church to increase their investment in school infrastructure
in order to address this massive need. However, there is also a need for increased funding from other agencies
and organizations as well as the local communities
themselves.

Catholic Church
It appears as if most of the Catholic schools that are under construction are being supported by the various
religious orders within the Catholic Church. There may need to be a plan of implementation that allows for
various funding streams, e.g. congregational schools funded by religious orders and the parish and independent
schools following different funding mechanisms. There are approximately fifty existing partnerships between
Catholic schools in the Central Plateau and local Catholic churches in the United States. Efforts should be
made to create church partnerships for every school and to utilize the information in this report to create
infrastructure projects.
Local Community and Local Churches
The local community may be the single largest
untapped resource. Involving the community and
unlocking this potential will require a major cultural
shift.
Labor is a significant portion of the cost of a
project. There is skilled labor that will be required
for items such as carpentry, foundations, structural
systems, plumbing and electrical systems, etc.
However, there is a great deal of unskilled labor that
is needed in the form of mixing cement, stocking
materials on the construction site, cleaning the site,
and painting the buildings. This labor can be
provided by or donated by l coal community
members.
Facility Maintenance
Maintenance is often overlooked. Since many buildings are remotely located, responsibilities and funding
mechanisms should be established for the local maintenance of the buildings. The daily care of the buildings
should be the responsibility of the school director, teachers and students. The community should help with
other items. A broken door, fence, or roof leak is often not corrected even when local community volunteers
have the knowledge to fix them. A good example is the painting of a school. Over 90% of all school buildings
were found in need of paint. A coordinated effort should be made between funding sources and the local
community to address this need. The funding sources could provide funds for paint and supplies while the
local community provides the labor.
For community involvement to be successful, a partnership agreement is needed that clearly spells out the
responsibilities of the local community. Implementing a community involvement plan will not be easy but will
pay many dividends and be a worthwhile challenge.

Non-Profit and Private Sectors
There is a significant presence of non-profit
organizations working in Haiti. Every week
there are numerous volunteer groups from
North America, South America and Europe
arriving on some type of “mission”. These
missions include water projects, church
construction, medical teams, and school
construction. Most of these teams become
involved because they want to help and
make a difference.
There are also NGOs that focus on specific
missions such as: water systems, toilets and
sanitation systems, kitchens and food
preparation, school furniture, playgrounds,
etc. The MSN network should reach out to
these organizations, review the information
in this report, and create partnerships
around specific projects that are in common
with the mission of these NGOs.
Most of these organizations also do not have the resources needed to cover the cost of building a school.
However, if matching grant programs were to be developed between major foundations, external funding
organizations, and the Haitian government, there could be a potential to form partnerships where organizations
join forces to work together.
Haitian Government and External Funding Agencies
Following the January 2010 earthquake, significant amounts of money were committed to assist in the
reconstruction of Haiti which is a critical albeit dwindling source of revenue. Part of the solution might hinge
on the Catholic Church’s ability to work in partnership with the Haitian government and external funding
agencies. There is no question there is a need to expand public education in the country. At the same time,
there is a need to strengthen the private school sector where it is found to be viable such as within the Model
School Network.
In the recent past, a significant portion of the funding for public school construction in Haiti has come from
external funding agencies such as the Inter-American Development Bank (IDB), World Bank, European Union,
and various bilateral agencies from countries such as Japan, Germany, Canada, and the United States. Many
individual projects have been funded by foundations like Digicel. Many church organizations and NGOs have
also constructed projects. All of these organizations are finding it impossible to meet the infrastructure needs
on their own. A new type of public/private model may need to evolve.
Matching Grants
Since it is very difficult for any one organization to address all these needs alone, it is suggested that major
funding sources consider forming matching grants to support infrastructure projects. For the Model School
Network, a matching grant might involve the government, external aid organizations, development banks,
major foundations, NGO’s, community organizations, and churches creating partnerships to underwrite the
cost of these projects.

Recommended Actions
Securing funding to address infrastructure projects will be the greatest challenge. However, along with funding,
other recommendations in this report will need to be implemented for this to be successful.
It is recommended the MSN leadership pursue the following activities.
1. Clearly define priorities and implementation strategies for MSN infrastructure projects. (See
Implementation Strategies)
2. Identify 1-2 major foundations that would be willing to participate in a matching grants program. The
exact formula will need to be developed but it is suggested that this source may need to contribute up to
50% of project costs.
3. Hold discussions and negotiations with the Haitian Government and external funding organizations (e.g.
development banks and international aid organizations) that fund the Haitian Government programs to
establish a pilot program for matching funds for MSN schools in the Central Plateau.
4. Establish a school infrastructure matching grants/partnership program with foreign church and school
organizations. There already exists partnership initiatives between many MSN schools and church
organizations in the United States and these efforts should be expanded.
5. Establish a policy that requires local stakeholder involvement in the planning, design and construction of
local school projects. A formula should be established for community participation by providing volunteer
labor as well as security to the site during construction.
6. Establish a policy clearly defining a person at each school primarily responsible for ongoing maintenance
following the completion of projects (see Maintenance section of this report).
7. Establish a policy requiring a funding mechanism for future school facility maintenance be clearly defined
before a facility improvement project is undertaken.

Implementation
The data suggests there is over $106,000,000 in school infrastructure needs in the Model School Network.
Because of the scope of work that is needed, this problem cannot be addressed all at once. In the opinion of
SCW, there will need to be a phased approach over 10 to 20 years.
Further Planning
The priority section of this report identifies priority project types identified by the MSN, including:
➢ Schools that need to be replaced
➢ Expansion of early childhood education
➢ Expansion of secondary education
The management & oversight section of this report recommends that a core staff be established to assist with
further planning, design and project oversight. Elsewhere in this report is a discussion regarding greater local
stakeholder involvement and partnerships between government agencies, NGOs and other non-government
organizations.
Each future project identified should not be planned in isolation. For what is done in one school may have a
profound impact on neighboring schools and the surrounding community. Even though this master plan
provides basic overall direction, more localized planning will be required as projects are implemented. This
planning is further complicated since there are three sub networks (BDE, Summits, and EFACAP) who at
times are operating schools in the same geographical areas.
The following is an example of a suggested process that will take more time, but the result could be much more
beneficial to all concerned.
➢ Review the list of priorities and select a possible school to be replaced or renovated.
➢ Form a local steering committee of local stakeholders and possible partners.
➢ Involve the other schools in the immediate area. Review enrollments and conditions at each school.
Take into consideration other schools in the area that may not be part of the MSN network.
➢ Explore Options. Based on data that has been collected and other recommendations collected from
other stakeholders, the best solutions might be to:
o Remodel the school to comply with new MSN School Facility Design Guidelines
o Replace the school on the current site
o Replace the school on a new site which is more suitably located
o Alter the grade configuration or student enrollment planned at the existing school and plan to
accept additional students to help alleviate overcrowding conditions at neighboring schools.
Remodel and expand the facilities in compliance with the new MSN School Facility Design Guidelines
o Close the school and construct additions at surrounding schools.
The school facility improvement needs that have been identified are extensive. They range from smaller
projects like painting a school to totally replacing an existing school. The MSN can use help on all fronts, large
and small. There are organizations which have the capacity to help on bigger projects, while other organizations
can be extremely helpful on smaller projects or by playing a lesser role on a large project.

In the Management & Oversight section of this report we are recommending that some type of office be
established to guide the implementation of infrastructure projects. We further recommend that separate
programs be established for larger major projects and for smaller projects.
To address these issues, it is suggested that there might be three programs established:
1. Major Projects. This would involve total school replacements, especially of schools that are in very
poor condition. This might also include additions for schools that are very overcrowded or are adding
secondary and vocational education programs.
It is envisioned that these projects would be funded by larger foundations, the Haitian government,
with supplemental support from smaller NGOs, church groups, and local community voluntary
efforts.
2. Small Projects. This program would be for smaller projects such as water systems, new school
furniture, painting schools, alternative energy projects, etc.
It is envisioned that these projects would be funded by smaller foundations, church & school groups,
smaller NGOs, and local community voluntary efforts.
3. School Maintenance. A school maintenance program must be established that will include staff and
community training, maintenance manuals, and a maintenance accountability system. This should be
developed and required for all new and existing MSN school facilities.
The average school size is approximately 324 students. The approximate cost for a new school for 324 students
is about $778,000. The appendix of this report lists all the MSN schools that were identified by the evaluators
as needing replacement. The MSN leadership will need to determine which schools need to be replaced first.
The report also identifies schools requiring major renovations or additions to address overcrowding. The MSN
leadership will need to prioritize those schools that need substantial renovations and additions and determine
which of those projects have a higher priority over schools identified as requiring complete replacement.
Once major project prioritization is complete, a plan needs to be developed and presented to potential major
donors for support.
This following scenario suggests that in the first year, 4 major projects would proceed through planning and
design. In the following year, those projects would move into construction, while 5 more projects would begin
planning and design. The following year, the first 4 projects would be completed, the second group of 5
projects would proceed into construction, and a third set of 6 projects would begin planning and design. The
process would proceed for at least 12 years, completing 57 projects in the first 12 years.
Funding amounts noted are based on projects averaging about $832,460 in the first year. Inflation has been
factored in at about 7% per year. Haiti’s rate of inflation for the past year has been about 17%, but that appears
to be abnormally high for Haiti. As the table on the next page indicates, inflation will have a significant impact
on future school improvement costs.

identified for replacement have been replaced, and all remaining major renovations and additions have been
completed to address the total need identified by the SCW school facility assessment completed in 2018.
The actual cost on each project will vary based on the grade levels served and projected student enrollment
capacities. The numbers below are based on an average of 324 students per school (6 classrooms of 36 students)
which is the approximate current average student enrollment in MSN schools.
Smaller projects might be easier to accomplish since there are more churches, schools, and smaller NGOs that
can partner on projects. There is already a network of 55 partnering churches. Additional potential partnering
organizations should be identified.
Non-governmental Organizations (NGOs) that specialize in water and sanitation, toilets and wastewater
systems, electricity, furniture, playgrounds and other specialties should be contacted for potential partnerships
to help implement smaller projects. Other service organizations are also potential partners such as Rotary
International and other organizations that concentrate on education.
Smaller projects could range in cost from $2,000 to $20,000. With the right staffing to help predefine projects,
create partnerships, coordinate work groups, purchase materials, and provide overall project coordination, it
might be possible to complete a dozen or more projects per year.
Below is an example of financing that would be required to complete approximately 15 to 20 small projects per
year that may vary in size from $2,000-$20,000 depending on the scope of the project and the partner(s).

Management & Oversight
To implement the proposed school infrastructure program the Model School Network (MSN) will
need to work with partnering NGOs which have expertise in school infrastructure or create an Office
for School Infrastructure to oversee MSN school projects.
This organization should:
1. Planning. Work with local communities to define project program requirements, expected
student enrollment, and anticipated school growth, develop site master plans, and determine
cost estimates
2. Sites. Review the adequacy of proposed school sites and assist in obtaining additional
property when needed for anticipated growth.
3. Partnership Agreements. Complete partnership agreements which clearly delineate the
responsibilities of each partner to the project, including all partners and strategies needed to
assure project sustainability.
4. Qualify Design Teams. Identify architects and engineers who are experienced in school
facility design, seismic design and understand construction practices in Haiti. Establish a
training program for potential consultants that clearly establishes expectations for the
services they provide. Make clear the consultant’s personal responsibility for assuring quality
designs that comply with the MSN Minimum School Facility Design Guidelines, accepted regional
seismic design and wind uplift design requirements, and site drainage requirements.
5. Design. Review and ensure the design complies with the MSN Minimum School Facility
Design Guidelines and planning objectives established with the community. The design team
should be expected to develop the design in collaboration with a representative committee
of community members and school leaders and should receive that committee’s acceptance
of the final schematic design. The design should clearly identify steps taken to comply with
local structural seismic and hurricane requirements, as well as other requirements such as
natural light, ventilation, handicapped accessibility, etc. Site specific designs will be required
for each site based on factors such as school enrollment, topography, and other site
characteristics.
In addition, this office or organization should also be responsible for:
1. Qualifying & Selecting Contractors. Contractors will need to be identified who can provide
quality construction workmanship or will need to establish a training program for potential
contractors.
2. Purchasing Materials. It is suggested that this office or organization be responsible for the
purchase of materials to control the cost and to minimize the opportunities for the substitution
of substandard materials.
3. Construction Administration. This office or organization should be responsible for
providing on-site oversite of the construction of the project.

4. Establishing a School Maintenance Program. To protect the investment being made in
school infrastructure there needs to be a corresponding program to maintain and protect this
investment. This office or organization should also be tasked with the responsibility for
developing and implementing a school maintenance program.
5. Accounting & Reporting. This office or organization should be responsible for maintaining
accurate accounting of all costs associated with the project and reporting information to the
MSN leadership and funding partners.
6. Coordinating Volunteer Teams. It is anticipated that with a viable partnership program
with church and school groups from other countries, there will be an interest in teams from
these organizations who will want to be involved in helping with some construction projects.
This office or organization will need to coordinate these team activities.
Currently construction of the MSN schools appears to be coordinated on a school by school basis.
As such there is a wide range in the quality of construction to the point where there are vast inequities.
At times this has resulted in poor construction. Currently there does not appear to be any mechanisms
in place to ensure the investments in school infrastructure will be performed adequately or will be
maintained once completed.
Schools for the Children of the World (SCW) is not lobbying for this assignment; however, we have
learned the hard way how difficult this can be as well as systems that can be successful. Regardless if
the MSN decides to create an internal Office for School Infrastructure or work with another NGO,
the following are some of the characteristics of this office.
Architects & Engineers
While the services of foreign architects and engineers should be considered, any consulting firm,
foreign or domestic, must be vetted to establish that they have a clear understanding of local
construction practices, material availability and unique regional design requirements when designing
for buildings in Haiti. There is a reason many of the buildings were destroyed in the 2010 earthquake
and there is a reason why funders have collaborated with representatives from other countries for
school projects they have completed in the past ten years. It is problematic that even NGOs that have
been constructing schools in Haiti are not constructing schools to adequate seismic and hurricane
standards. Any consulting firms considered must be able to establish experience working in Haiti and
the technical knowledge needed to meet the unique challenges of building in Haiti.
Haiti Office for School Infrastructure
It is suggested that a Haiti office for school infrastructure be created to oversee the MSN projects to
do the proper planning, site adaptations of design, training, construction oversight, and accounting.
The office personnel should be carefully selected to ensure they have the skills needed to do quality
work. It is also suggested that several of the persons can read, write and speak English to facilitate
communication with foreign partners.

The actual staffing is dependent on the number of projects that are being constructed. In the
beginning it is envisioned that there might be two persons (planner and architect) which would have
the responsibility to scope out potential projects and develop site concept designs. As projects are
implemented additional project managers, architects, and planners should be added to the team.

School Maintenance
School Facility Maintenance may well be one of the most important components of a master plan.
The lack of school facility maintenance is a major problem at almost all MSN schools. In many
instances, it doesn’t appear there has been any maintenance, or at least there has been no regular
ongoing maintenance program.
This problem is not limited to MSN schools. In conversations with representatives from the Digicel
Foundation, IDB, and at schools we have visited in in many other countries, they are all experiencing
this problem. This is true even in the United States. The root of the problem is based on the lack of
preplanning to identify a source for funding and to make sure adequate funds are available when
needed. The problem is further exacerbated by the fact that rarely does any one person or group of
people take ownership of the responsibility of maintaining the facilities. For many educators, “I am
an educator. That is not my job.” For local communities, “That is a ____ school. That is not my
responsibility. I have plenty of challenges of my own.”
Buildings built with better-quality materials and construction techniques, and properly maintained, can
be expected to have a life expectancy of 50 or more years. After 1 or 2 years, many of the MSN
buildings appear to be neglected and look much older than their age. Walls are covered with mud,
classrooms have not been cleaned, chalkboards have not been repainted and are difficult to read, trash
is accumulating on the school grounds, and toilet facilities smell and are unclean, and in some cases
are locked because they aren’t working. Even minor repairs have not been undertaken such as: the
removal of debris from roofs, windows or doors that were damaged and remain unrepaired, and even
burnt out lightbulbs that haven’t been replaced. There are examples of new toilet facilities, water
tanks, and faucets that were installed in 2016-2017 that are no longer working. Unfortunately, these
conditions were found at most of the MSN schools.
The lack of maintenance also impacts donors. Organizations that were building schools have stopped.
After visiting schools they had recently completed, they found it necessary to start making repairs to
schools that were just a few years old, and stopped building new schools out of frustration.
This negligence results in vastly reducing the life expectancy of the buildings. In past studies, we have
found that many schools were being abandoned after only 20 years of use because of the poor
condition of the facilities.
The lack of maintenance also effects the students and the surrounding community. Well maintained
school facilities encourage students and community members to keep their homes and community
facilities in good working order and enhances the community’s pride in their community. Many times,
the schools lead the effort by being a shining example for everyone to see. Unfortunately, the schools
can also have the opposite result.

In the future, an ongoing maintenance program must be part of the MSN infrastructure solution. We
understand that academic achievement needs to be the primary mission of schools, but there needs to
be a commitment to school maintenance as well. The condition of school facilities unquestionably
has an impact on student performance. Furthermore, maintenance of school facilities will be critical
to maintaining the support of future donors. Donors don’t want to see their contributions wasted
through neglect. They will quickly stop their support if their contributions are not respected and well
taken care of.
The following programs are strongly recommended:
1. SCW will help the MSN develop a maintenance manual for MSN schools which will identify
what maintenance should be performed on a daily, weekly, monthly and annual basis. This
manual should be immediately implemented at all MSN schools.
2. The MSN should establish policies that clearly identify who is responsible for overseeing
school facility maintenance. We have found that many school directors do not believe that it
is their job or their responsibility. The MSN must establish who is responsible for school
facility maintenance and provide appropriate training to those individuals.
3. All MSN School Directors should be trained on managing school infrastructure. It is clear
that when a school director considers maintenance a priority, their schools are in far better
condition than those directors who do not put an emphasis on maintenance. Their training
should include instruction on how to make the best use of community resources to help with
school maintenance. Local community members may very well be willing to help and provide
donated labor and materials, particularly for some of the smaller projects.
4. Funding: The MSN must establish a funding strategy for each school’s maintenance. Even if
someone is responsible, the job won’t get done if there is not a plan in place to adequately
fund the materials and resources needed to make the repairs. One of the major obstacles to
maintenance is that there are no funds for repairs or even smaller items such as buying parts
for a broken toilet, a light bulb or painting a classroom. One funding idea is to develop a $1
plan that entails setting up a separate account at each school for maintenance and requiring
parents to pay $1 per month that is used exclusively for maintenance.
5. Create a School-Parent association at each school that includes staff and parents that meet on
a regular basis. Their responsibilities would include reviewing the condition of the facilities,
identifying maintenance that is needed, prioritizing maintenance projects, encouraging
volunteerism, and deciding how available resources are to be used.
6. Train teachers, students, and parents on basic custodial maintenance of classrooms, toilets,
and playgrounds, and charge them with specific responsibilities for which they can be
responsible. Make sure trash containers are located throughout the campus to allow students
and staff to help keep the campus in great condition.
7. Create a checklist of maintenance tasks. The checklist must be checked and initialed when
