Carrefour-Feuilles, Cité Soleil and Bel-Air: areas under recurrent armed violence and populations left behind
- Three hundred residents of Carrefour-Feuilles, Cité Soleil and Bel-Air were surveyed between July and November 2023.
- The results are set out under massacres and armed attacks, the absence of the state, loss of access to basic services and mass rights violations.
- The report states its own limits alongside its method.
- The recommendations are for working water and electricity networks and for security good enough to reach a health facility.
Between July and November 2023 the network surveyed three hundred people living in Carrefour-Feuilles, Cité Soleil and Bel-Air about armed violence and its consequences. The report presents the survey, its method and its limits, then each of the three areas, and then the results: massacres and armed attacks, the absence of the state, the loss of access to basic services, and mass human rights violations. Its argument is that while armed groups operate across the Ouest and extend into other departments and the authorities keep their eyes shut, the consequences of generalised insecurity fall on populations who are then forgotten. Its recommendations are practical: reliable and functioning networks for drinking water and electricity, and security conditions good enough for the people of these three areas to reach working health facilities.
