PROGEBA Baseline Survey: Water Management in the Artibonite Basin
- Establishes the baseline against which PROGEBA is to be measured, from fieldwork between 17 October and 3 November 2016, surveying a beneficiary group and a control group in parallel with statistical tests on the key variables.
- Shows the two groups are not identical at the outset, which matters for any later attribution of impact: 34.8 percent of beneficiary household heads reported under 5,000 gourdes in the previous month against 55.9 percent of the control group, so the control group starts poorer on declared income.
- Finds charcoal production concentrated in the control group, a mean of 47 large sacks produced against 22 in the beneficiary group, and 5,057 sacks in total against 1,810, so any later fall in charcoal-making cannot be read off the beneficiary group alone.
- Documents cross-border work as a normal part of the livelihood: 15.3 percent of the beneficiary group and 9.9 percent of the control group name the Dominican Republic as their main place of work.
- Prices land and tenancy directly, with the cost of renting one hectare for the agricultural season averaging 3,536 gourdes, 1,825 under fermage and 5,675 under sharecropping, alongside land prices by tenure mode and soil type.
- Records intercropping as near universal, on 88.6 percent of beneficiary parcels and 84.7 percent of control parcels, and measures the daily minutes spent watering animals by species and by season, which is the kind of time-use baseline a water program needs to show change against.
This final report presents the baseline survey established for the Programme de Gestion de l'Eau dans le Bassin de l'Artibonite, from fieldwork carried out between 17 October and 3 November 2016 and issued in Port-au-Prince on 3 April 2017 by Ulrick Felix, Jean Marc Philius and Roosevelt Saint-Dic. Its tables set out the survey frame in detail - the status of respondents as farm heads or otherwise, commune and communal section of residence, and household composition by sex - which makes it usable as a source on household structure in the basin and not only as a project baseline. Water management in the Artibonite basin bears on the rice plain downstream, so it connects to the rice material in this collection.
