Investing in Haiti: Opportunity Sectors

Office of the Prime Minister of Haiti • 2013-11 • 26 pages
Summary: Investment promotion deck presented in Montreal in November 2013 by Henri-Claude Muller-Poitevien of the investment unit (DCA Investissements) of the Prime Minister's Office. It sets out Haiti's socioeconomic data, names agriculture and fishing, light industry and tourism as the main job-creating sectors, maps high-potential zones and lists trade preferences and targets for jobs and foreign direct investment.
Key Findings
Full Description

The deck opens with socioeconomic data: 27,750 km2, a population estimated at 10.4 million (IHSI, 2012), GDP of US$7.8 billion in 2012, exports of US$785 to 790 million against imports of US$2.64 billion, and remittances of about US$2 billion a year. It names three job-creating engines (agriculture, fishing and livestock; light industry; tourism and services) and the infrastructure, equipment and institutions needed to support them. The stated goals include 380,000 additional jobs and raising foreign direct investment from US$181 million in 2011 to about US$2 billion by 2020.

Sector slides map high-potential zones taken from the Strategic Development Plan (PSDH) for agriculture, fishing, industry and tourism. Fishing zones run from Tortuga and Môle Saint-Nicolas to the Côte des Arcadins and the Les Cayes to Île-à-Vache axis, with five value chains named (red fish, conch, lobster, shrimp, tilapia). The deck lists industrial parks (including 252 ha at Caracol) and tourism projects such as the Île-à-Vache destination and Jacmel plan. It presents HOPE II/HELP and the EU Economic Partnership Agreement as opportunities and closes with a table comparing aid, remittances, FDI and GDP for Haiti and the Dominican Republic from 2009 to 2012.
