Haiti Humanitarian Response Plan 2023 (full plan)
- 2 million people in need and 3.2 million targeted, against US$719.9 million required for the year.
- Food security absorbs the majority of the ask at US$420 million of US$719.9 million, for 4.9 million in need and 2.4 million targeted.
- The plan is written against a funding record that has never delivered: HRP funding averaged no more than 30 percent over 2018-2022.
- Child malnutrition was estimated at 260,000 in 2023, 21 percent higher than 2022.
- Shelter shows the widest gap between need and target: 4.2 million in need against 405,000 targeted.
The full Humanitarian Response Plan for Haiti covering 2023, published April 2023 and consolidated by OCHA on behalf of the Humanitarian Country Team. It sets out the coordinated strategic response to the needs identified in the Humanitarian Needs Overview, with people in need, people targeted and funding required for each sector: food security, water and sanitation, shelter and non-food items, education, protection with its child, migrant and gender-based violence sub-sectors, nutrition and the rest. This is the operational half of the humanitarian program cycle; the Needs Overview is the analytical half. It replaces the eight-page 'L'essentiel' summary previously held.
