Ennery-Quinte Agricultural Intensification Programme: Quantitative Evaluation of Outputs, Results and Impacts (Bilan)
- Reports a mean bean yield of 1,152 kg a hectare across all varieties over the three years of trials, which is the figure the programme's intensification claim rests on.
- Records field visits as the activity that mobilized most planters, 58 percent of the total, so the extension effect ran through demonstration rather than through formal training.
- Counts the training actually delivered: 23 workshops and sessions in all, including 15 sessions for committee members on management tools and double-entry accounting, and 8 workshops with planters and committees.
- Records tool distribution peaking in 2008 at 90 percent of the total, which the evaluation attributes to the cyclones of that year, so the largest single input year was a disaster response rather than a programme design.
- Tracks pesticide and fungicide volumes by year to a total of 3,781 kg, including 1,789 kg in one year and 1,026 kg of carbofuran, which is the kind of record that allows an environmental question to be asked afterwards.
- Counts the beneficiaries around the seed multiplication centre concept, with 235 planters, elected officials and community leaders attending workshops and 227 planters accompanied by the Finel and CABEM cooperatives.
- Reports yields by year around 4,465 to 6,122 kg for some lines against under 2,000 for others in 2012, so the variance within the programme is as large as the gain it claims.
Prepared by consultant Roosevelt Saint-Dic and dated July 2014, this is the bilan (stocktaking) part of the quantitative evaluation of outputs, results and impacts generated by the Ennery-Quinte Agricultural Intensification Programme, implemented by MARNDR under IDB loan 1646/SF-HA and grant 2390/GR-HA. The program worked in the La Quinte watershed around Ennery in the Artibonite - the same catchment as the FAO water and soil development annex held in this batch, which describes the zone's production systems roughly a decade earlier. Reading the two together shows the same watershed before and after a major intensification investment.
