- The publication establishes 2012 as the new base year for Haiti's national accounts and revises the 2000-2019 series.
- The rebasing changes GDP level, sector structure, global supply and demand aggregates and macroeconomic ratios.
- Methodological changes cover public-administration production, consumption of fixed capital, SIFIM and the informal sector.
- The document gives sector-specific metadata for agriculture, livestock, enterprises, construction, transport, services, public administration, education, health, consumption, investment and foreign trade.
- The new GDP structure gives a larger secondary-sector share and lower imports share in global supply than the 1987 base.
- Annex tables provide the base-year supply-use and production accounts and revised retropolated and extrapolated GDP series.
This IHSI publication presents Haiti's national accounts with a new 2012 base year and a revised 2000-2019 series. It explains the context and rationale for changing the base year, defines national accounts and the base year, describes the methodological framework used to compile the 2012 accounts, and gives sector-specific methodology and metadata for crop agriculture, livestock, enterprises, construction, transport, services, public administration, education, health and social work, final consumption, gross fixed capital formation, foreign trade, production and product taxes, and trade and transport margins.
The document lists data sources, identifies major changes from the old base, and discusses public-administration production, consumption of fixed capital, financial intermediation services indirectly measured, and the informal sector. It then presents the GDP revaluation for 2011-2012, changes in GDP structure, impacts on global supply and demand, the informal sector's contribution, impacts on ratios, and retropolated and extrapolated series. Annexes provide 2012 base-year tables and revised GDP series. The document is the methodological bridge for interpreting Haitian GDP and macroeconomic ratios before and after the rebasing.
