Impact of Regulatory Barriers to Providing Emergency and Transitional Shelter After Disasters: Haiti Country Case Study
Summary: An IFRC case study of the legal and regulatory obstacles to providing shelter after the earthquake, centred on land tenure.
Key Findings
- Treats land tenure as the binding constraint on shelter response rather than as a background condition.
- Part of a multi-country IFRC series, with Haiti as the country case, so the comparison is built into the report.
Full Description
An IFRC case study of the legal and regulatory obstacles to providing shelter after the earthquake, centred on land tenure. Shelter response in Haiti stalled less on materials than on the question of who could lawfully be given a place to build, and this study is the systematic treatment of that.
