Humanitarian Access SCORE Report: Haiti. Survey on the Coverage, Operational Reach, and Effectiveness of Humanitarian Aid
- Aid has reached only a small fraction of people who say they need it.
- Aid received mostly did not reach where it was most needed and did not cover priority needs.
- Humanitarian presence and access issues were obscure to many affected people.
- Negotiated access is possible, even with highly fragmented criminal gang leadership.
This SCORE report examines humanitarian access in Haiti, a country facing a complex crisis due to political instability, gang violence, natural disasters, and economic recession. The report is based on a mobile telephone survey conducted in May 2023 with 1,011 participants across 10 regions of Haiti, as well as interviews with 21 key informants from humanitarian organizations, donor governments, and external experts. It assesses the reach and effectiveness of humanitarian aid, highlighting the challenges posed by insecurity, logistical hurdles, and a lack of communication with affected populations. The report also discusses promising developments, such as the UN-led scale-up of humanitarian assistance and the efforts of local organizations to negotiate access and build community acceptance.
