Haiti: Response Strategy - Contribution to the Humanitarian Response Plan (2021-2022) for the Period January-December 2021
- FAO frames the 2021 response around acute food insecurity, resilience and COVID-19 livelihood impacts.
- IPC analysis placed about 4 million people in crisis-level acute food insecurity or worse during August 2020-February 2021.
- Rural livelihoods were especially exposed because 60 percent of the rural population depended on agriculture, fishing or livestock.
- COVID-19 restrictions increased pressure on rural households relying on informal daily work.
- The strategy targets 135,000 vulnerable households through livelihood, agriculture, livestock, fisheries, hygiene and community-awareness interventions.
- Accountability measures include consultations with community organizations, complaint and feedback mechanisms and secure management of beneficiary information.
This FAO response strategy sets out the organization's contribution to Haiti's 2021-2022 Humanitarian Response Plan for January-December 2021. It aims to respond to the food crisis, strengthen resilience and reduce the impact of COVID-19 on vulnerable livelihoods. The strategy describes a context of economic fragility, sociopolitical tensions, natural disasters, epidemics, displacement and structural limits to basic services. It cites IPC analysis showing about 4 million people in acute food insecurity at crisis level or worse from August 2020 to February 2021, with additional malnutrition indicators from SMART 2020.
It emphasizes that rural communities depend heavily on agriculture, fishing and livestock, and that COVID-19 restrictions weakened daily informal work and income sources. The plan targets 135,000 vulnerable households, or 675,000 people, through livelihood protection and restoration, agricultural inputs, livestock treatment and animal-health protection, support to seed production, fisheries, rural income sources, community prevention messaging, hygiene and protection kits, and support to government assessment and post-pandemic response planning. The strategy also describes accountability to affected populations, complaint and feedback mechanisms, and protection against sexual exploitation and abuse.
