CEP/DC/050-2526: A CEP delegation tours Chile and Brazil on the diaspora voting pilot

The delegation is made up of Vice-President Jaccéus Joseph, Councillor Patrick Saint-Hilaire and Councillor Marie Florence Matthieu, and has been travelling since 18 August 2026. Its stated purpose is to explore the ways voting by Haitians living abroad could be put in place and to strengthen electoral cooperation between Haiti and the two countries.
In Chile the delegation held two working meetings. The first, with the Chilean foreign minister, covered prospects for cooperation on elections, training for the members of the electoral machinery, institutional strengthening, and the sharing of experience and practice in organizing a diaspora vote. The note records that the Chilean foreign ministry undertook to work with the Servicio Electoral de Chile to give effect to that cooperation. The second meeting brought together members of the Chilean government and representatives of SERVEL, on the arrangements for the coming elections and on what would be needed for Haitians living in Chile to take part.
The delegation then travelled to Brazil to continue the mission.
