A CEP press note, reference CEP/DC/026-2526, announcing the official launch of voter registration. Registration on the electoral register begins on Monday 20 July 2026 in the capitals of nine of the country's geographic departments, with the exception of the Ouest. The Council attributes that exception to the particular constraints prevailing in the Ouest at the time, and undertakes to continue assessing the situation in the most appropriate manner with a view to extending registration progressively into that department and into all the communes of the others, under acceptable conditions of security, accessibility and effectiveness. Citizens are invited to attend Registration and Voting Centres with a valid national identification card in order to complete the formalities. The exclusion is the substance of the note. The Ouest is where twelve of the twenty-three gang-held communes the CEP counted in December 2025 lie, and the Ouest and Artibonite together hold fifty-four percent of the national electorate, so a registration launch that skips the Ouest starts with a large share of the electorate outside it.
