A CEP press note reporting a working session held on Wednesday 27 May 2026 with the Ministry of Foreign Affairs and Worship, the Ministry for Haitians Living Abroad and the National Identification Office, on voting by the diaspora. The session forms part of the preparatory work aimed at initiating voting by Haitians living abroad at the coming electoral contests. It allowed the participants to address the institutional mechanisms to be considered and the infrastructure to be put in place to make it possible for compatriots in the diaspora to exercise the right to vote, and questions were also raised about the technical and logistical arrangements needed to organize polling abroad, in particular through Haiti's diplomatic and consular representations. The choice of counterparts is the substance of the note: the diaspora vote depends on identification and consular machinery the CEP does not control, which is why these three bodies appear together. The electoral decree of 2 June 2026 lists integrating Haitians living abroad into the electoral register among the foundations of the professional administration it prescribes.
