The Minister of Justice and Public Security, Me Patrick Pélissier, and advisers to the head of government also took part. The exchanges covered three subjects: harmonizing the electoral decree of 1 December 2025 with the National Pact for Stability and the Organization of Elections, the electoral budget, and the calendar. At the close, the Primature and the CEP undertook to continue the discussions with a view to creating the conditions needed to carry the electoral process forward. The note is one of a sustained sequence of CEP-executive meetings through 2026 that preceded the decree of 2 June, and it comes the day after the Council announced that harmonization with the Pact had forced the postponement of voter and candidate registration. It is dated Pétion-ville, 9 April 2026.
