The document is the product of a technical commission the CEP set up, made up of the institution's senior staff together with representatives of the United Nations Office for Project Services, the United Nations Development Programme and the United Nations Integrated Office in Haiti. The revised budget takes account of two scenarios corresponding to the technical and operational options under consideration for organizing the elections. In parallel, the Council states that it is working on a revised electoral calendar so as to guarantee a realistic and credible process consistent with structural and current constraints. This is the fiscal counterpart to the Council's repeated statement that executing any calendar depends on the availability of funds, and it is the only budget document the CEP published on its own site, which is what makes it worth keeping even though it gives no figures. Ce document résulte des travaux d’une Commission technique mise en place par le CEP, composée de cadres de l’Institution, de représentants du Bureau des Nations Unies pour les Services d’Appui aux Projets (UNOPS), du Programme des Nations Unies pour le Développement (PNUD) et du Bureau Intégré des Nations Unies en Haïti (BINUH). Le budget révisé prend en compte deux (2) scénarios qui correspondent aux options techniques et opérationnelles envisagées pour l’organisation des élections.
