A CEP press note reporting that on Thursday 20 November 2025 the Council and the International Foundation for Electoral Systems initialled a memorandum of understanding on strengthening the electoral process and democracy in Haiti. The document was signed simultaneously at Pétion-ville by CEP president Jacques Desrosiers and in Washington by IFES president and chief executive Anthony N. Banbury, and by it the two institutions undertake to hold regular consultations and carry out coordinated activities towards their shared objective. Under article 3 IFES undertakes to provide the CEP with technical assistance covering, among other things, strategic communication planning, electoral civic education and public awareness, and it also intends to take part in mobilizing the funds needed for the activities the partnership provides for. Concluded for four years, the memorandum is intended to let the Council strengthen its institutional capacity in order to organize inclusive and impartial elections independently and transparently. It is one of the identifiable international technical partnerships behind the current electoral cycle.

Par la signature de ce document, réalisée simultanément à Pétion-ville, par le Président du CEP, Jacques Desrosiers et à Washington, par le Président-directeur général de l'IFES, Anthony N. Banbury, les deux institutions s'engagent à mener des consultations régulières et à réaliser des activités coordonnées pour atteindre leur objectif commun. Aux termes de l'article 3 du protocole d'accord, l'IFES s'engage à fournir au CEP, entre autres, une assistance technique pour la planification stratégique de sa communication, l'éducation civique électorale et la sensibilisation du public. Elle entend également participer à la mobilisation des fonds nécessaires pour la réalisation des activités prévues dans le cadre de cet accord de partenariat.
