Full Description

A CEP press note announcing the activation of the joint electoral security cell, following a strategic meeting held on Monday 14 April 2025 at the Council's premises in Pétion-Ville. The participants named are the Commander-in-Chief of the Haitian Armed Forces, Lieutenant-General Derby Guerrier; the coordinator of the electoral security cell within the Haitian National Police, Inspector General Plonquet Joseph; the commander of the Multinational Security Support Mission, Godfrey Otunge; and a representative of the Directorate General of the Ministry of Justice and Public Security.

They met the nine CEP members together with the Executive Director and the heads of the institution's security directorate and unit, and discussed the country's security environment, electoral security in particular, and the measures needed to create conditions allowing elections to be organized. The meeting concluded with a decision that the joint cell, made up of representatives of all these bodies, would meet the CEP members weekly for a regular update on the security situation and the measures to be adopted for the referendum and electoral processes. RÉPUBLIQUE D'HAÏTI Conseil Électoral Provisoire NOTE DE PRESSE ACTIVATION DE LA CELLULE CONJOINTE DE SÉCURITÉ ÉL ECTORALE DANS LA PERSPECTIVE DES PROCESSUS RÉRÉFENDAIRE ET ÉLECTORAL Le Conseil Électoral Provisoire (CEP) informe le public en général et la presse en particulier, de la tenue, le lundi 14 avril 2025, en son local à Pétion-Ville, d’une réunion stratégique autour de l’activation de la cellule conjointe de sécurité électorale dans la perspective des processus référendaire et électoral dans le pays. Le Commandant en chef des Forces Armées d’Haïti (FAd’H), le Lieutenant-Général Derby Guerrier, le Coordonnateur de la Cellule de sécurité électorale au sein de la Police Nationale d’Haïti (PNH), l’Inspecteur Général Plonquet Joseph, le Commandant de la Mission Multinationale de Soutien à la Sécurité (MMSS), Godfrey Otunge, ainsi qu’un représentant de la Direction Générale du Ministère de la Justice et de la Sécurité Publique (MJSP) ont, entre autres, pris part à cette rencontre. Avec les neuf (9) membres du CEP, accompagnés du Directeur Exécutif et des responsables de la Direction et de l’Unité de Sécurité de l’institution, les participants ont discuté de l’environnement sécuritaire du pays, particulièrement de la sécurité électorale et des dispositions à adopter pour garantir un climat propice à l’organisation des élections dans le pays. Au terme de cette réunion, il est décidé que la cellule conjointe, constituée de représentants de toutes les structures susmentionnées, se rencontre chaque semaine, avec les membres du CEP, pour une mise à jour régulière sur la situation sécuritaire et les mesures à adopter dans la perspective des processus référendaire et électoral. Le Conseil Électoral Provisoire réitère son engagement à conduire les processus référendaire et électoral en toute indépendance et transparence, dans un climat sécuritaire viable.
