A CEP press note reporting that Council members, accompanied by technical teams, are assessing the institution's deconcentrated structures and electoral infrastructure in the Nord, Nord-Est, Centre and Haut-Artibonite departments, in a first series of missions running from 6 to 11 December 2024. On the ground the councillors took an inventory of the departmental and communal electoral bureaux and assessed the physical state of the buildings, the equipment available and what would be needed to make those structures work. The stated purpose of the data collected is to guide the Council's budget forecasts and its decisions on strengthening the deconcentrated structures so they can carry out their mission in each region. The Council also states that it plans to revitalise BED and BEC staff with a view to the referendum and general elections. The note matters because the state of that infrastructure, and the absence of the State in gang-held communes, became the precondition the CEP invoked a year later for executing any electoral calendar. RÉPUBLIQUE D'HAÏTI Conseil Électoral Provisoire NOTE DE PRESSE LE CONSEIL ÉLECTORAL PROVISOIRE ÉVALUE LES INFRASTRUCTURES ÉLECTORALES ET SES STRUCTURES DÉCONCENTRÉES Des membres du Conseil électoral provisoire (CEP), accompagnés d'équipes techniques, évaluent les structures déconcentrées et les infrastructures électorales dans les départements du Nord, du Nord-Est, du Centre et du Haut-Artibonite. Cette première série de missions s'étend du 6 au 11 décembre 2024. Les Conseillers électoraux, sur place, ont profité de leur tournée, pour procéder à l'inventaire des Bureaux électoraux départementaux (BED) et des Bureaux électoraux communaux (BEC). Aussi, une évaluation de l’état physique des bâtiments ainsi que des équipements disponibles et des besoins pour faire fonctionner ces structures a été réalisée. Les données recueillies devront guider le Conseil dans les prévisions budgétaires et la prise de décision visant à renforcer les structures déconcentrées, pour les rendre plus aptes à remplir efficacement leur mission dans les différentes régions du pays. Le Conseil électoral provisoire a, en outre, projeté de redynamiser le personnel des BED et des BEC dans la perspective du référendum et des élections générales.
